9 <br /> Mr. Aubrey Watts, Director of Economic Development, said the proposal is to <br />transfer $2.1 million from the strategic investment fund to CEDA for Hillsdale Drive <br />which will enable the construction of a segment of the road. He said CEDA would <br />manage the project and would promote development on the other side of the road. He <br />said this would provide the opportunity for 325 jobs. <br /> <br /> Responding to questions from Mr. Norris, Mr. Watts said the payback period <br />would be six years from just this one project, and that only design money is funded by the <br />State for the rest of the road. <br /> <br /> Dr. Brown noted that Kay Slaughter of the Southern Environmental Law Center <br />has indicated her support of this proposal. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, Council approved the <br />Resolution Transferring Hillsdale Drive Project Funds to Charlottesville Economic <br />Development Authority by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. <br />Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the City Manager, or his designee, to sign the following <br />document, in form approved by the City Attorney: <br /> <br />Funding Agreement between the City of Charlottesville (“City”) <br />and the Charlottesville Economic Development Authority <br />(“CEDA”) related to the construction of Hillsdale Drive Extended. <br /> <br />nd <br />ORDINANCE <br />: ACCESSORY DWELLING UNITS (2 reading) <br /> <br /> Mr. Tolbert said that JABA previously raised issues about the proposed <br />ordinance, but staff has met with them and resolved the issues. He said their concern was <br />that it would eliminate the possibility of having accessory units on small lots, but they <br />now agree that the ordinance is not overly restrictive. He said staff recommends deleting <br />the phrase referring to the height of the structure in order to give the most flexibility. <br /> <br /> Mr. Norris asked if there is anything in the ordinance to preclude <br />recommendations that JABA may make in their report, and Mr. Tolbert said no. <br /> <br /> On motion by Dr. Brown, seconded by Ms. Edwards, the ordinance was amended <br />to delete the reference to height by the following vote. Ayes: Dr. Brown, Ms. Edwards, <br />Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> The ordinance entitled “AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 34-1105 AND 34-1171OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, TO CREATE SPECIFIC HEIGHT <br />LIMITS FOR ACCESSORY BUILDINGS, ACCESSORY STRUCTURES AND <br />EXTERNAL ACCESSORY DWELLING UNITS, AND TO REVISE REGULATIONS <br />PERTAINING TO THE FOOTPRINT OF EXTERNAL ACCESSORY DWELLING <br />UNITS,” as amended, was approved by the following vote. Ayes: Dr. Brown, Ms. <br />Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: APPROVING SPECIAL PERMIT FOR OUTDOOR STORAGE AT <br />900-901 HARRIS STREET <br /> <br /> Mr. Huja said he supports the special permit, but wants to add a condition for <br />landscaping in the front to make it more environmentally sensitive. <br /> <br /> Mr. Tolbert said that was debated by the Planning Commission, but the concern <br />was tying the need to the special use permit. <br /> <br /> Mr. Huja said it will provide a screen on the street side, and suggested that staff <br />work out the specifics. <br /> <br /> <br />
