8 <br /> <br /> Mr. Norris asked that staff discuss the matter further with the other property <br />owners and the Chisholms. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: COMMUNITY DEVELOPMENT BLOCK <br />GRANT PRIORITIES <br /> <br /> Ms. Melissa Celii, Grants Coordinator, said the purpose of the public hearing is to <br />set priorities by FY 2010-2011 CDBG funds. She asked that Council set the priorities, <br />designate a priority neighborhood if there is to be one, decide on the percentage for social <br />programs (currently 15%) and administration and planning, and provide any other <br />guidelines for the CDBG Task Force. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Huja said he is inclined not to have a priority neighborhood because of <br />having less money, and Dr. Brown agreed. <br /> <br /> Mr. Norris asked if CRHA could still apply for funds, and Ms. Celii said yes. <br /> <br /> Mr. Huja said he would like to make construction of new affordable housing units <br />a priority. <br /> <br /> Dr. Brown asked what the difference is between these and affordable housing <br />funds. <br /> <br /> Ms. Celii said CDBG regulations would require that a community based <br />organization build the units. <br /> <br /> Mr. Norris said he has no problem supporting Mr. Huja’s request, and Mr. <br />Taliaferro agreed as well. <br /> <br /> Ms. Edwards said she supported CRHA as a priority neighborhood for structure <br />repairs, etc, and asked why these funds are unspent. <br /> <br /> Ms. Celii said projects have been lined up for the funds, and noted that they used <br />CIP funds first. <br /> Mr. Norris said he hopes CRHA will seek CDBG funding this year. He said he is <br />happy to put flexibility into the program. <br /> <br /> Ms. Edwards said she is okay keeping social program funding at 15%. She asked <br />if there is a way to be creative with funding for workforce development. <br /> <br /> Ms. Celii said Council can designate a certain percentage for workforce <br />development. <br /> <br /> Ms. Edwards said she would like to have specific outcomes, i.e, how many people <br />got jobs, was there an increase in income as a result of training, and were we able to <br />move people out of poverty who participate in the City’s job fair. <br /> <br /> Mr. Huja said he would like to see a proposal to help with the Westhaven play <br />area, and Ms. Edwards agreed. <br /> <br /> Council agreed to the following: no priority neighborhood; housing and <br />workforce development (social funds) as priorities, 15% for social programs, and <br />maintain the current amount for administration and planning. <br /> <br />RESOLUTION <br />: TRANSFERRING HILLSDALE DRIVE PROJECT FUNDS TO <br />CHARLOTTESVILLE ECONOMIC DEVELOPMENT AUTHORITY <br /> <br /> <br />
