3 <br /> Mr. Ray Jones, 754 Prospect Avenue, Apt. A, asked for clarification about laws <br />for use of restrooms in businesses by the public. He said he has been told he cannot use <br />the restrooms unless he is a customer. He said he does not know if this is a race issue or <br />not. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Norris said there will be an opportunity for airing Mr. Moore’s video during <br />the master planning process. He said nothing has been ruled in or out in the plan. <br />Regarding Ms. Hall’s question, he said he wants to see the master plan amended to <br />maintain softball at McIntire Park. He thanked Mr. Long for his comments about <br />Council’s vision. He said he supports putting the nondiscrimination resolution on the <br />next agenda. <br /> <br /> Mr. Huja said he will support the nondiscrimination resolution. <br /> <br /> Ms. Edwards said we will do our best on the dredging study. She said she has <br />seen Mr. Moore’s video and it is well done. She said she appreciates Mr. Long’s <br />comments. She asked the City Attorney to address Mr. Jones’ comments. She said work <br />still needs to be done. <br /> <br /> Mr. Craig Brown, City Attorney, said as an initial comment, that there is no City <br />ordinance or authority mandating that restrooms in private establishments be made <br />public. He said if someone is denied use based on race that is illegal. He said he will <br />follow up on the matter. <br /> <br /> Dr. Brown said that “Save McIntire Park” is an interesting umbrella group. He <br />said he would strenuously argue in favor of having the YMCA in McIntire Park as it <br />would not be accessible at PVCC. He said several public hearings were held on the <br />matter and a contract has been signed. He said the article about the Supervisor candidates <br />did not address their opinion of the dredging study. <br /> <br /> Mr. Taliaferro said he has seen the McIntire video and he hopes everyone has a <br />chance to see it. He said it shows the importance of preserving the golf course as an <br />affordable place to play. He said he supports the nondiscrimation resolution. He thanked <br />Mr. Long for his comments. <br /> <br /> Mr. Norris, referring to comments made by Ms. Hall, said that the boardwalk <br />issue is separate from the north/south trail. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Ms. Hope Payne was appointed <br />to a four-year term on the Jefferson-Madison Regional Library Board by the following <br />vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: <br />None. This term will expire on August 31, 2013. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Mr. Kurt Keesecker and Mr. <br />John Santoski were appointed to four-year terms on the Planning Commission by the <br />following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None. These terms will expire on August 31, 2013. <br /> <br /> Mr. Norris thanked all who applied for the Planning Commission, and he urged <br />them to stay involved. He thanked Cheri Lewis and Mike Farruggio for their service on <br />the Planning Commission, and Perry Rush Brown for her service on the Library Board. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Huja removed the Resolution Approving Special Permit for Outdoor Storage <br />at 900 -902 Harris Street from the consent agenda. <br /> <br />
