2 <br /> <br />Mr. Tom Olivier, 4632 Green Creek Road, Ruckersville, of the Sierra Club (Piedmont <br />group) called for a re-examination of the Water Supply Plan and asked Council not to take any <br />steps to construct the dam yet. <br />Mr. Daniel Bluestone, 501 Park Hill, stated the sewer easement through McIntire Park <br />(Schenk’s Branch) needs more review. He suggests there should be a census taken of the existing <br />trees and landscape plantings before granting an easement to RWSA. He asked why the sewer <br />line isn’t right beside the roadway, and stressed the sewer line should be installed in the least <br />destructive manner. <br />Ms. Betty Mooney, 201 Sunset Avenue, stated that the City representatives on the RWSA <br />Board be instructed to vote against the $2.1 million allocation at the RWSA September 22, 2009 <br />meeting. She stated that $5 million was wasted last time and we shouldn’t let that happen again. <br />Mr. Richard Lloyd, 1825 Locust Shade Court, stated that the Four Party Agreement says <br />the party needing water should pay for it. The City now owns the reservoir – we should maintain <br />it, not build a new one to serve Albemarle County’s increasing water needs. Albemarle County <br />should pay RWSA the $1.5 million wasted on design of a dam that may never be built. <br />Mr. Paul Long, 1410 Grady Avenue, recommended that the name of Neighborhood <br />Development Services should be changed to Neighborhood Conservation Services. <br />Mr. Peter Kleeman, 407 Hedge Street, wanted to know why the downtown mall fountains <br />are still not in operation. The downtown mall restoration project is finished and still the fountains <br />don’t work. He urged Council to take action to get the fountains in working order again. <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Huja asked staff to respond to Mr. Wilson’s comments about Azalea Park not being <br />locked up on time. Dr. Brown wants to hear from the Police about the problem, but agrees the <br />park should be locked and unlocked to prevent trespassing and vandalism. <br /> Dr. Brown stated that Mr. Bluestone’s argument for locating the sewer line near the <br />roadway makes sense. With respect to the dam project, Dr. Brown stated he is skeptical that <br />dredging will be sufficient. He suggested deferring the decision at the RWSA meeting on <br />nd <br />September 22. Dr. Brown would like more information on the impact of a new dam on <br />Interstate 64. <br /> Ms. Edwards supports Mr. Long’s desire to preserve more trees in the William Taylor <br />Plaza project. She praised Colette Hall for her civic participation. Ms. Edwards stated the <br />th <br />RWSA sewer line through McIntire Park (deferred to October 5) is a health issue, but design is <br />th <br />important so she would like more information on it before the meeting on October 5, as well as <br />more information on how a new dam would impact Interstate 64. <br /> Mr. Watts informed Council that in December 2008 the minutes show that Council <br />agreed that construction would not take place on the dam until the studies are done, but the <br />studies should go forward. <br /> Mr. Taliaferro asked Mr. Watts about the status of the fountains. Mr. Watts said there <br />were problems with acquiring the correct fittings and other parts. He will announce when the <br />parts arrive and the fountains are operational. <br /> Mr. Taliaferro assured Mr. Long that staff will check into the police patrols for Azalea <br />Park and the issue of locking up the park. He said the Art in Place program is a nice addition to <br />the City and has heard mostly positive comments about it. Mr. Taliaferro stated he would try to <br />get answers to Mr. Bluestone about the proposed dam’s impact on Interstate 64. <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the following consent agenda items <br />were approved by the following vote: Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Taliaferro. <br />Noes: None.
