10 <br /> Mr. Ric Barrick, Director of Communications, provided a report on the variety of <br />ways the City’s engages the community. He said the biggest challenge is how to get <br />information out to the parts of the community that are not usually engaged. <br /> <br /> Dr. Brown said what the City is doing is impressive. He said he would like to see <br />more information included on the calendar about meetings in the community. <br /> <br /> Ms. Edwards said it would be great to hear from Charlottesville High School <br />students about how useful things are and what they would like to see. <br /> <br />ORDINANCE <br />: REFUSE COLLECTION – CODE AMENDMENTS <br /> <br /> Ms. Mueller said there was concern about trash downtown when the mall was <br />rebricked. She said staff has been working with downtown businesses, especially <br />restaurants, to come up with new regulations that were workable for them. She said the <br />City purchased 96 gallon trash containers for the businesses, then expanded to recycling, <br />and changed the collection times. She said as this was being done, staff realized that the <br />entire ordinance needed to be looked at comprehensively. She said flexibility was put <br />into the ordinance, and quarterly stickers are now provided. <br /> <br /> Mr. Huja said it was a useful process. <br /> <br /> Mr. Taliaferro thanked staff for addressing the issue, and said he thinks it will be <br />a big improvement, and Dr. Brown agreed. <br /> <br /> Mr. Norris said he likes the idea of wheeled bins for recyclables, and asked if it is <br />possible to expand that to residential areas. <br /> <br /> Ms. Mueller said a pilot program is being looked at. She said the bins may be <br />able to be rented. <br /> <br /> Mr. Norris asked if curbside composting has been discussed, but Ms. Mueller said <br />there is no place to put it. <br /> <br /> Ms. Mueller said staff is also working with the contractor on multi-family <br />recycling. <br /> <br /> Dr. Brown suggested bringing the cost to Council if there is a way to expand <br />recycling. <br /> <br /> Mr. Norris asked for information on the current recycling rate versus five years <br />ago, and Ms. Mueller said she will provide that information. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, the ordinance entitled “AN <br />ORDINANCE TO RE-ENACT CHAPTER 26 (SOLID WASTE) OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO <br />LITTERING, REFUSE COLLECTION, AND RECYCLING” was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Paul Long, 1410 Grady Avenue, said that as he has campaigned people bring <br />up affordable housing. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ ____________________________ <br />President Clerk <br />
