9 <br /> Dr. Brown seconded the motion and the ordinance entitled “AN ORDINANCE <br />GRANTING A PERMANENT EASEMENT TO THE RIVANNA WATER AND <br />SEWER AUTHORITY FOR THE RELOCATION AND ENLARGEMENT OF THE <br />SCHENK’S BRANCH SEWER INTERCEPTOR” was offered and carried over to the <br />next meeting. <br /> <br />RESOLUTION <br />: TEENSIGHT PROGRAM – TRANSFER $11,354 FROM COUNCIL <br />RESERVE TO FOCUS/TEENSIGHT <br /> <br /> Mr. Albie LaFave, President of the FOCUS Board, said that the funds will be <br />used for the TeenSight in-school program. <br /> <br /> Mr. Norris explained that Council received a budget request for these funds, but <br />set the funds aside pending receipt of more information. <br /> <br /> Ms. Shay Carter, Youth Program Assistant for FOCUS, discussed the history of <br />the program. <br /> <br /> Dr. Brown said he is trying to understand the budget. <br /> <br /> A representative of FOCUS said that they have received $72,000 in grants, and <br />have proposals in for $2 million in grants. <br /> <br /> Dr. Brown asked how much was requested from Albemarle County, and Ms. Sue <br />Lewis, FOCUS Treasurer, said the same amount was requested from Albemarle County, <br />but none was received. <br /> <br /> Mr. Norris said that the income to FOCUS from TeenSight is $210,000 and <br />expenses are $179,000, with a surplus of $45,000. He said this implies that TeenSight is <br />helping to fund FOCUS programs. <br /> <br /> Ms. Lewis said that if all grants come through, there will be a surplus that would <br />go to FOCUS. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the Resolution Transferring <br />$11,354 from Council Reserve to FOCUS/TeenSight was approved by the following <br />vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: <br />None. <br /> <br />WHEREAS <br />, City Council, as part of the FY 2010 Adopted City Budget, reserved <br />$11,354 in the Council Reserve account for Teensight pending that a formal presentation <br />be made to Council that includes the following: <br /> <br /> <br />?A description of the program including how City funds will be utilized and how <br />this program will benefit Charlottesville City residents. <br /> <br />?Outcomes to be measured by this program and desired results of these outcomes. <br /> <br />?Other program details – including, but not limited to, overall number of City <br />beneficiaries, program budget, and overall agency budget. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the City Council of the City of <br />Charlottesville, Virginia that the sum of $11,354 is hereby paid to Teensight from <br />currently appropriated funds in the Council Reserve account: <br /> <br />Transfer From <br />$11,354 Fund: 105 Cost Center: 1011001000 G/L Account: 599999 <br /> <br />Transfer To <br />$11,354 Fund: 105 Cost Center: 9743005000 G/L Account: 540100 <br /> <br />REPORT <br />: COMMUNITY ENGAGEMENT AND SOCIAL MEDIA <br /> <br /> <br />
