5 <br /> LINE EASEMENT LOCATED IN FORTUNE PARK ROAD IN ALBEMARLE <br /> COUNTY TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION <br /> <br />ORDINANCE <br />g. : AN ORDINANCE AMENDING AND REORDAINING <br /> SECTION 15-101 OF CHAPTER 15 (MOTOR VEHICLES) OF THE CODE OF <br /> THE CITY OF CHARLOTTESVILLE, VIRGINIA, 1990, AS AMENDED, <br /> EXPANDING THE NUMBER OF STREETS SUBJECT TO AN ADDITIONAL <br /> $200 SPEEDING FINE <br /> <br />ORDINANCE <br />: AN ORDINANCE CONVEYING EASEMENT TO RIVANNA <br />WATER AND SEWER AUTHORITY FOR SCHENK’S BRANCH INTERCEPTOR <br />nd <br />SEWER PROJECT (THROUGH MCINTIRE PARK) (2 reading) <br /> <br /> Ms. Lauren Hildebrand, Public Utilities Director, said the sewer line was <br />originally constructed in 1954 and is undersized for the present capacity. She presented <br />aerial views of the current and proposed line. She said RWSA has agreed to landscape the <br />outer ten feet of the 40 foot easement on each side. She said the line would have to be <br />deeper and therefore it would be more expensive to move the line to the roadway. She <br />said sanitary sewer overflows can contaminate waterways and violate the clean water act. <br />She said numerous deficiencies have been identified in the sewer line. She said that <br />VDOT is contributing $558,000 toward the line as part of the road project. <br /> <br /> Mr. Huja said he is pleased with the landscaping changes. <br /> <br /> Responding to a question from Ms. Edwards about the plan if VDOT does not pay <br />for a portion of the line, Ms. Hildebrand said that RWSA will move ahead without <br />VDOT money and the City will be responsible for 100% of the cost. <br /> <br /> Responding to a question from Ms. Edwards, Ms. Hildebrand said the idea is to <br />keep the line as close to the creek as possible so that it does not have to be too deep, and <br />the line is fairly close to the route it would be regardless of the road. <br /> <br /> Mr. Norris asked if the line only serves the City, and Ms. Hildebrand said yes. <br /> <br /> Mr. Norris asked if there was no parkway would there be another alignment that <br />would have less impact on the park, and Ms. Hildebrand said the 40 foot easement is <br />needed by the large equipment for the increased depth and size of the line. <br /> <br /> Mr. Huja said the facts are that the line serves our citizens and the current line is <br />inadequate and has to be replaced. He said the City gets the benefit of funding from <br />VDOT. <br /> <br /> Ms. Edwards said her concern is what other options are available and what is the <br />urgency. <br /> <br /> Mr. Tom Frederick, Executive Director of RWSA, said that five years ago RWSA <br />initiated a comprehensive sewer study and this line was found to be one of the oldest in <br />the City and its replacement is the second highest priority. <br /> <br /> Ms. Edwards asked when the work will begin on the line, and Mr. Frederick said <br />RWSA decided the best course of action was to coordinate with VDOT on the parkway <br />project. <br /> <br /> Ms. Edwards asked if we could be using some other technology. She suggested <br />waiting until the other interceptor line is completed. She said she still has questions <br />about the road. <br /> <br /> Mr. Norris asked why we should not be considering the whole length of Schenk’s <br />Branch, and Mr. Frederick said that is the next phase, and RWSA is trying to do it in <br />conjunction with the interchange as its location will impact the line. <br /> <br /> <br />
