6 <br /> Mr. Norris asked if it is true that the line will be built within the existing right of <br />way for the road, which will be cleared by VDOT anyway, and Ms. Hildebrand said yes. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Services, said the sewer line affects <br />redevelopment and density downtown and at Westhaven. <br /> <br /> Dr. Brown said he thinks the need for the upgrade is justified and why the line <br />cannot be put next to the road has been well explained. <br /> <br /> Ms. Edwards said she is concerned there is no final design for the interchange, <br />and suggested that the matter be deferred until we have that information. She said there <br />are too many unknowns. Ms. Edward said she is not underestimating the health issues, <br />but she cannot move forward in good faith without the final design for the interchange. <br /> <br /> Dr. Brown noted that the route for the sewer line will be underneath one trail <br />which will have no planting anyway. <br /> <br /> Dr. Brown made a motion to amend the ordinance to reflect the landscaping <br />changes, and Mr. Huja seconded the motion. <br /> <br /> The ordinance was amending by the following vote. Ayes: Dr. Brown, Ms. <br />Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Mr. Norris said he has been an opponent of the parkway, but this is not a slam <br />dunk vote. He said he thinks legitimate concerns have been raised about the condition of <br />the pipeline. He said the fiscal watchdog in him says save the citizens money. He said <br />there is still acknowledgement that the line is designed to support the road and he cannot <br />support that. <br /> <br /> The ordinance entitled “AN ORDINANCE GRANTING A PERMANENT <br />EASEMENT TO THE RIVANNA WATER AND SEWER AUTHORITY FOR THE <br />RELOCATION AND LARGEMENT OF THE SCHENK’S BRANCH SEWER <br />th <br />INTERCEPTOR,” as amended, which was offered at the August 17 meeting, was <br />approved by the following vote. Ayes: Dr. Brown, Mr. Huja, Mr. Taliaferro. Noes: Ms. <br />Edwards and Mr. Norris. <br /> <br />REPORT <br />: MCINTIRE ROAD INTERCHANGE DESIGN <br /> <br /> Ms. Angela Tucker, Development Services Manager, said that a smaller <br />interchange design will be presented at the upcoming VDOT public hearing. She said a <br />meeting was held with the Birdwood/Hillcrest neighborhood, and staff is proposing that <br />both streets remain open, with restrictions. She said bike and pedestrian connections are <br />proposed to the neighborhood. She said comments from the public hearing will be <br />submitted to Council in mid November. She said the current proposed design minimizes <br />impacts to the surrounding historic properties. <br /> <br /> Mr. Norris asked Ms. Tucker to address VDOT’s continued reference to an at- <br />grade intersection. <br /> <br /> Ms. Tucker said she clarified with VDOT that there will be a grade-separated <br />interchange. She said the Corps of Engineers would only go back to an at-grade <br />intersection if a grade-separated intersection is not built. She said the purpose and need <br />for the interchange has been identified separate of the road. <br /> <br /> Mr. Taliaferro said he attended the Birdwood/Hillcrest neighborhood meeting, <br />and agrees that most of the neighbors seemed receptive and generally supportive of the <br />proposals for the road access. He asked if he is correct that the Vietnam Memorial will <br />not be relocated and that the Rescue Squad entrance will be relocated, and Ms. Tucker <br />said yes. <br /> <br /> <br />
