8
Mr. Norris said he supported moving the trail because he wanted to extend it
farther north.

Ms. Janiczek said that having the trail adjacent to the golf course is not good.

Mr. Huja asked about sidewalks on the east and west sides of McIntire Road, and
Ms. Janiczek said that can be looked into.

Dr. Brown said that the bridge is half as long at the expense of no tunnel for
pedestrian and bikes. He said he thinks the crossing on the west side is needlessly
complicated and he thinks it would be simpler to cross McIntire Road at the end of
Schenck’s Trail then cross east of the interchange.

Mr. Huja and Mr. Taliaferro said they would like to see crossings at both sides.

Mr. Norris said he would like to explore putting the bridge back in. He asked if
there is a way to provide easier access to the Rescue Squad.

Ms. Janiczek said an opticon system is proposed at the new entrance to the
Rescue Squad.

Responding to a question from Mr. Norris about concern from the Covenant
School about traffic flow, Ms. Janiczek said several meetings have been held with them
and a commitment has been made to them to resolve their concerns.

Mr. Norris said he has concerns about the design of the interchange itself which
he will address later. He suggested that a citizen group meet to rehash issues. He said he
thinks concerns of Rivanna Trails are legitimate. He noted that he continues to oppose
the project, but if it is done he wants it to be the best it can be.

Dr. Brown raised the issue of whether we will rely on the money from the
earmark or are prepared to put more in there. He said Kay Slaughter pointed out the need
to replace trees, and suggested that any City funds be used to augment and enhance, not
take the place of the earmark.

Mr. Huja said he would like to have trees in the median on both sides.

RESOLUTION
: AUTHORIZING PURCHASE OF LAND FOR FONTAINE FIRE
STATION

Mr. Watts said staff has been searching for a suitable site for a fire station in the
Fontaine Avenue area.

Mr. Charles Werner, Fire Chief, said a new fire station in the Fontaine Avenue
area is needed due to the distance and time it takes to get there from existing stations. He
said the goal is to arrive in six minutes and it currently takes eight minutes plus. He said
this is one of the higher density areas in the City and traffic congestion has increased. He
said the Rescue Squad will be invited to house an ambulance at the new station. He
noted that a new fire station has not been built in 47 years.

Mr. Huja agreed there is a need for the new station, and said he would like to see
a public competition to get a good design.

On motion by Mr. Taliaferro, seconded by Mr. Huja, the Resolution Authorizing
the Purchase of Land for the Fontaine Fire Station was approved by the following vote.
Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None.

WHEREAS
, a tract of land encompassing approximately 1.02 acres at 2408
Fontaine Avenue is available for sale (the “Property”); and

WHEREAS
, the City Fire Chief has recommended that this land be purchased by
the City to construct a new fire station to serve the southwest area of the City, as this area
