12 <br /> <br /> Mr. Norris said Ms. Cogill stressed that the Harris Street improvements should be <br />considered as part of the whole package. <br /> <br /> Mr. Tolbert said it will be designed as part of the project, but is not a focus of <br />work to date. He said that intersection is believed to be critically important. <br /> <br /> Dr. Brown said if the design is approved tonight, can we still get more <br />information specifically on the pedestrian bridge, including the height, width and how far <br />back it would be, and Mr. Tolbert said that can be shown during the final design. <br /> <br /> Mr. Taliaferro made a motion to approve the design resolution and Mr. Huja <br />seconded the motion, with the following elements included as part of the design: trail on <br />both sides, phase south bound turn lane initially; Harris Road crossing; early exploration <br />for a grade separated trail. <br /> <br /> Mr. Brown said those items could be specified in the resolution, but Mr. Tolbert <br />said that level of detail should not be included in the resolution now. <br /> <br /> Mr. Taliaferro and Mr. Huja agreed that the motion includes that those items <br />listed be addressed in the final design. <br /> <br /> The Resolution Approving the Major Design Features of the Rt. 250 Interchange <br />was approved by the following vote. Ayes: Dr. Brown, Mr. Huja, Mr. Taliaferro. Noes: <br />Ms. Edwards and Mr. Norris. <br /> <br /> <br />WHEREAS, <br /> a Design Public Hearing was conducted on October 29, 2009 in the <br />City of Charlottesville by representatives of the City of Charlottesville and the <br />Commonwealth of Virginia, Department of Transportation after due and proper notice for <br />the purpose of considering the proposed design of the Route 250 Bypass Interchange at <br />McIntire Road Project under State project number of 0250-104-103, PE-101, RW-201, C- <br />501, B-604 and Federal project number of STP-5104 (156) in the City of Charlottesville, <br />at which hearing aerial photographs, drawings, environmental documentation and other <br />pertinent information were made available for public inspection in accordance with state <br />and federal requirements; and <br /> <br />WHEREAS, <br /> all persons and parties in attendance were afforded full opportunity <br />to participate in said public hearing; and <br /> <br />WHEREAS, <br /> representatives of the City of Charlottesville were present and <br />participated in said hearing; and <br /> <br />WHEREAS, <br /> the Council had previously requested the Virginia Department of <br />Transportation to program this project; and <br /> <br />WHEREAS, <br /> the Council considered all such matters; now <br /> <br />THEREFORE BE IT RESOLVED <br /> that the Council of the City of <br />Charlottesville hereby approves the major design features of the proposed project as <br />modified to include; <br />? <br /> <br />A grade separated interchange with McIntire Road running under Route 250 <br />Bypass with a straight girder bridge and signalized ramp configuration, <br />? <br /> <br />a connected trail network with in-road bike lanes along McIntire Road, and <br />? <br /> <br />final grading to allow for context sensitive landscaping. <br /> <br />BE IT FURTHER RESOLVED, <br /> that the City of Charlottesville will acquire <br />and/or furnish all right-of-way necessary for this project and certify same to the Virginia <br />Department of Transportation and Federal Highway Administration at the appropriate <br />time. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is hereby authorized to <br />execute, on behalf of the City of Charlottesville, all necessary agreements required in <br /> <br />
