13 <br />conjunction with acquiring such rights of way, as well as all other associated standard <br />agreements for construction <br />activities, including the Memorandum of Agreement for <br />mitigating historic resources in accordance with federal law. <br /> <br /> Mr. Huja said this road has been in discussion for over 40 years. He said given <br />that there is a well defined need, he thinks this is the best we can do right now. <br /> <br />ORDINANCE <br />: CONVEYANCE OF CITY LAND OFF ELM STREET AND <br />CHERRY AVENUE <br /> <br /> Mr. Brown noted that Council held an advertised public hearing on this proposed <br />land sale in August. He said the property is landlocked and was originally owned by <br />VDOT. He said one owner wanted to purchase the property, but at the public hearing <br />two other adjoining property owners indicated their interest in buying a portion of the <br />property as well. He recommended that the parcel be divided into three parts and <br />conveyed to the three interested parties for $3,000 each. He said the City has no use for <br />the property and no access to it. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE SALE OF CERTAIN CITY-OWNED ROPERTY <br />LOCATED BETWEEN ELM STREET AND CHERRY AVENUE, ADJACENT TO <br />PARCELS 148, 149 AND 155A ON CITY TAX MAP 30” was offered and carried over <br />to the next meeting for consideration. <br /> <br />REPORT <br />: WATER CONSERVATION <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that the water conservation <br />recommendations were presented to Council last year and Council asked that they be <br />given to the Sierra Club and League of Women Voters and ask for their comments. She <br />said the League made comments and most of them were incorporated into the report. She <br />said proposed ordinances will be brought to Council in the spring and a cost efficiency <br />study will be completed and taken to Council in late spring. <br /> <br /> Mr. Huja said it is a worthy effort on our part. He suggested that plumbers be <br />informed about the toilet rebate program. <br /> <br /> Dr. Brown asked if we have a sense of how many households have low flow <br />toilets and how many do not. <br /> <br /> Ms. Lauren Hildebrand, Utilities Manager, said we give over 300 toilet rebates a <br />year and would like to get that number up to 500 a year. <br /> <br /> Ms. Mueller said that water conservation will be part of the LEAP program. <br /> <br /> Ms. Edwards suggested that the information be given to the Fire Department to <br />hand out when they install smoke detectors. <br /> <br /> Referring to the water supply plan, he said he would like to have the projected <br />rates and use incorporated sooner rather than later. <br /> <br />REPORT <br />: AMERICAN RECOVERY AND REINVESTMENT ACT – UPDATE <br /> <br /> Ms. Jeanette Janiczek, VDOT Project Manager, gave an update on the City’s <br />efforts for stimulus funding. She said $6 million has been received, including $1 million <br />for low income housing and $1.3 million for transit. She said the City is partnering with <br />others regarding funding for weatherization. <br /> <br /> Mr. Taliaferro asked if these funds will create local job opportunities, and Ms. <br />Janiczek said she is not sure now, but that will be part of the reporting requirement. <br /> <br /> Ms. Edwards said she would be interested in knowing specifically how many <br />public housing residents received jobs. <br /> <br />
