15 <br />RESOLUTION <br />: CENSUS PROCLAMATION <br /> <br /> The census proclamation was approved by the following vote. Aye: Dr. Brown, <br />Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />WHEREAS, <br /> the decennial Census serves as the basis for the reapportionment of seats <br />in the U.S. House of Representatives, and the redrawing of legislative <br />district boundaries in the Virginia General Assembly and is the foremost <br />method of gathering information about our nation and our community; and <br /> <br />WHEREAS, <br /> census population totals are used to determine the annual distribution of <br />billions of dollars in federal, state and local funds for major programs in <br />areas such as transportation, education, community and health services, <br />and housing; and <br /> <br />WHEREAS, <br /> the Census is also used to help determine where to locate roads, schools, <br />day care centers, senior citizen centers, libraries and other facilities and is <br />used to make decisions concerning business growth and jobs; and <br /> <br />WHEREAS, <br />the Census reaches every population group from long time residents to the <br />most recent immigrants, every age group from newborn to centenarian and <br />every social class, racial and ethnic group; and <br /> <br />WHEREAS, <br /> the City of Charlottesville has a significant interest in working with <br />regional entities and community partners in ensuring a full and accurate <br />count for the upcoming Census 2010; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> that the Charlottesville City Council, on <br />behalf of all the residents of the City of Charlottesville, does hereby <br />endorse the formation of a regional Complete County Committee in <br />partnership with the County of Albemarle charged with working with <br />community and business organizations, the faith community, and <br />organizations serving our diverse ethnic, racial, and cultural population to <br />encourage full participation in the 2010 Census. <br /> <br /> Ms. Sheri Iachetta, Voter Registrar, said the City is working closely with <br />Albemarle County on the census. She said the census office will open tomorrow. She <br />said she has been appointed to the Governor’s Complete Count Committee. <br /> <br />OTHER BUSINESS <br /> <br /> Dr. Brown said he attended a preservation meeting a few weeks ago where a <br />guidebook of downtown was presented. He said he would like to propose that the City <br />sponsor printing of the guidebook with $2,500 of reserve funds. <br /> <br /> It was agreed this would be placed on the next agenda. <br /> <br />PUBLIC <br /> <br /> <br />Mr. Peter Kleeman, 407 Hedge Street, expressed disappointment with the <br />interchange discussion. He said he has not yet seen a draft of the MOA. He said he <br />thinks it is overly optimistic to say that the oversight agencies are ready to sign it. He <br />said he does not think the project is adequately funded. He said he would like to see <br />funding for the modified figures. <br /> <br /> Ms. Dede Smith, 2652 Jefferson Park Circle, complimented Council on pursuing <br />water conservation, and asked about providing rebates for front loading washing <br />machines. She said when the technology comes on line for rain barrels for larger water <br />users it will make a big difference. She said she hopes the cost efficiency study will <br />involve a large range of people and U. Va. <br /> <br /> <br />
