7 <br /> <br />REPORT <br />: JAUNT <br /> <br /> Ms. Donna Shaunesey, Executive Director of JAUNT, provided an annual report <br />to Council. She said ratings from City residents about JAUNT service is high, their <br />safety record is high, and trips have increased 14%. She said a new route to Wintergreen <br />has been started for refugees who work there. She said she is looking into insuring fuel <br />availability should there be a shortage. <br /> <br /> Responding to a question from Mr. Huja, Ms. Shaunesey said disabled riders pay <br />$1.50 fare each way. She asked the City for support in helping with the fuel issue. <br /> <br /> Mr. Norris said that PACEM could not do what it does without JAUNT. <br /> <br />REPORT <br />: YMCA PRELIMINARY DESIGN APPROVAL <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that one <br />of the conditions of the lease with the YMCA is that the design and site plans be <br />approved prior to final approval. He said these have been to the Board of Architectural <br />Review and Planning Commission. He said the BAR approved them with suggestions, <br />and the Planning Commission approved a steep slope waiver with conditions and <br />preliminary approval of the site plan. He said that after an analysis of the lease area it <br />was determined that there are things on the site plan that are outside of the lease area, and <br />therefore prior to final approval there will need to be a resubmittal showing the amended <br />area and a temporary construction easement outside of the leased area. <br /> <br /> Mr. Norris asked about issues raised by Jim Moore about the ground lease. <br /> <br /> Mr. Brown said that language is in the lease document, but Council made the <br />decision to locate the YMCA where it is shown now. <br /> <br /> Mr. Kurt Krueger, attorney for the YMCA, said the language was put in the lease <br />before the master plan process and did not get removed, but it became apparent that it <br />would not be placed there. <br /> <br /> Mr. Todd Bullard, VMDO Architects, described the proposed project which <br />includes a double gym, two pools, and a fitness room. He said the site was determined <br />during the master planning process. <br /> <br /> Responding to a question from Ms. Szakos, Mr. Bullard said that a phasing plan is <br />needed to minimize the impact of access to other activities in the park. He said the major <br />disruption will occur in the winter months. <br /> <br /> Mr. Norris said the goal is to extend transit service to the park, and Mr. Bullard <br />said the road is designed to accommodate buses. <br /> <br /> Mr. Huja expressed concern that there is no sense of arrival at the park, though he <br />noted that is not the fault of the YMCA. <br /> <br /> Ms. Edwards said she has heard concerns about the height of the building and a <br />suggestion that it be recessed more into the hillside, about the picnic shelters, and the loss <br />of trees. <br /> <br /> Mr. Bullard said they are trying to preserve as many trees as possible, and noted <br />that there will be a net gain in trees. He said it would be hard to sink the building more <br />into the hillside. He said the design concept is to see through the building. <br /> <br /> Mr. Huja said he thinks the design is appropriate for the site. <br /> <br /> Ms. Szakos asked if there will be an age limit to the trees that will be put in, and <br />Mr. Bullard said that will be determined as part of the final site plan. He said he wants <br />them to be as large as possible. <br /> <br />
