8 <br /> <br /> On motion by Dr. Brown, seconded by Ms. Szakos, Council approved the <br />preliminary design of the YMCA by the following vote. Ayes: Dr. Brown, Mr. Huja, <br />Mr. Norris, Ms. Szakos. Noes: Ms. Edwards. <br /> <br />RESOLUTION <br />: SPECIAL USE PERMIT TO ALLOW A SINGLE ROOM <br />TH <br />OCCUPANCY (SRO) FACILITY AT 401 4 STREET, N.W. <br /> <br /> Mr. Nick Rogers, Planner in Neighborhood Development Services, said the <br />Planning Commission approved the special use permit for a single room occupancy <br />facility. Responding to a question from Mr. Huja, he said the mix of units remains in flux <br />and that will be worked out during the final site plan. <br /> <br /> Ms. Alison Bogdonvic, representing Virginia Supportive Housing, said the <br />intention is to have a mix of SRO units and rental housing for those under 60% AMI. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the Resolution Approving the <br />th <br />Special Use Permit to Allow a Single Room Occupancy (SRO) Facility at 401 4 Street, <br />N.W. was approved by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, <br />Mr. Norris, Ms. Szakos. Noes: None. <br /> <br />WHEREAS <br />, Virginia Supportive Housing (VSH), acting as agent for Region Ten <br />th <br />Community Services Board, Inc., the owner of property located at 401 4 Street, N.W., <br />identified on City Tax Map 32 as Parcel 26, consisting of approximately 32,431 square <br />feet or 0.74 acres (“Subject Property”), has requested a special use permit with respect <br />thereto, to allow operation of a facility containing a maximum of 60 single room <br />occupancy (SRO) units; <br /> <br />WHEREAS <br />, Region Ten Community Services Board supports the request for a <br />special use permit by Virginia Supportive Housing to use the leased space as described <br />above; and <br /> <br /> WHEREAS <br />, the Subject Property is zoned Manufacturing-Industrial (M-I) <br />District, and, pursuant to §34-480 of the City Code, such modifications for use of the <br />property are allowed by Special Use Permit; and <br /> <br />WHEREAS <br />, following a joint public hearing before this Council and the <br />Planning Commission, duly advertised and held on November 10, 2009, this Council <br />finds that such use is allowed under City Code §34-480, and will conform to the criteria <br />applicable to special permits generally under Chapter 34 of the City Code; now, therefore <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that a <br />special use permit is hereby approved and granted to Virginia Supportive Housing to <br />th <br />allow operation of a facility with up to 60 SRO dwelling units at 401 4 Street, N.W. <br />Approval of this special use permit is conditioned upon the following: <br /> <br /> <br />1.A minimum of 31 parking spaces shall be provided on site. <br /> <br />2.A copy of the written rules, operational and enforcement policies for <br />the SRO facilities, and a list of the supportive services provided by <br />Applicant, shall be kept on file in the Neighborhood Development <br />Services Department. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Norris presented a draft letter to VDOT clarifying that Council does not <br />support the Meadow Creek Parkway without a grade separated interchange. <br /> <br /> Mr. Huja said he does not think there would be any harm in having an at grade <br />interchange. <br /> <br /> <br />
