9 <br /> Ms. Camille Cooper, a resident active in ICAC, thanked the Mayor and Chief <br />Longo for taking leadership roles in the issue of internet crimes against children. She <br />said these crimes are very aggressively investigated and prosecuted. She requested <br />additional resources and training for the Police Department. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Huja presented a resolution directing the Planning Commission to study <br />requiring that special use permit applications include site plans. <br /> <br /> Dr. Brown asked if this has been discussed with the Planning Commission as it <br />would be nice to include them early on, and Mr. Huja said no. <br /> <br /> Mr. Norris said he has heard Planning Commissioners indicate they would like <br />something more visual when dealing with special use permits. <br /> <br /> Mr. Huja made a motion to approve the resolution and Ms. Szakos seconded the <br />motion. <br /> <br /> Dr. Brown asked if there is room for the Planning Commission to say this is not <br />necessary, and Mr. Huja said yes. <br /> <br /> Dr. Brown said he will support the resolution as long as the Planning Commission <br />has the option of not recommending the change. <br /> <br /> Mr. Huja said the site plan requirement could be waived for minor circumstances. <br /> <br /> The resolution directing the Planning Commission to study requiring site plans for <br />special use permits was approved by the following vote. Ayes: Dr. Brown, Ms. <br />Edwards, Mr. Huja, Mr. Norris, Ms. Szakos. Noes: None. <br /> <br /> WHEREAS <br />, this Council finds and determines that the public necessity, <br />convenience, general welfare and good zoning practice require the initiation of a study of <br />certain amendments to Chapter 34 (Zoning) of the Charlottesville City Code, 1990, as <br />amended; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the City Council of the City of <br />Charlottesville that the Planning Commission is hereby directed to study proposed <br />amendments to Chapter 34 (Zoning) of the Charlottesville City Code, 1990, as amended, <br />related to requiring a site plan in conjunction with the submission of a special use permit <br />application; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the Planning Commission will submit its <br />findings and recommendations to the City Council no later than 100 days from the date of <br />this Resolution. <br /> <br /> Ms. Szakos explained that a constitutional amendment is before the General <br />Assembly that would exempt real property taxes for certain disabled veterans. She said <br />the Virginia Municipal League and others oppose the amendment because it does not <br />benefit all veterans and puts the burden on localities. She said not all veterans own <br />property and she thinks it could be done in a more equitable way. <br /> <br /> On motion by Ms. Szakos, seconded by Mr. Huja, the Resolution Opposing a <br />Proposed Constitutional Amendment pertaining to Real Property Tax Exemption for <br />Certain Disabled Veterans . <br /> <br />WHEREAS, <br />a proposed constitutional amendment to grant an exemption from <br />real property taxation for veterans who have a 100 percent permanent service related <br />disability, as presently drafted, represents an inefficient and inequitable way to recognize <br />the sacrifices that veterans have made; and, <br /> <br /> <br />
