8 <br /> <br /> Ms. Szakos agreed with Dr. Brown, but not because she thinks there is anything <br />devious about Schnabel. <br /> <br /> Ms. Edwards agreed, and said if we are planning for 50 years a three month delay <br />will not hurt. <br /> <br /> Mr. Norris said he had urged that the beneficial use study be pulled, but if the <br />consultants feel strongly that it should be included it can be put back in and we can try to <br />get the Albemarle Service Authority to help fund it. <br /> <br /> Dr. Brown said he shares the concern about funding more studies in tough <br />economic times. <br /> <br /> Mr. Frederick noted that the County said if the dredging study changed the plan <br />they would reconsider paying for a portion of it. <br /> <br /> Mr. O’Connell asked for Council’s permission for him to sign the soil and erosion <br />permit with Albemarle County for the study, and it was the consensus of Council for him <br />to sign the permit. <br /> <br /> Mr. O’Connell asked if there are any other questions from Council that could <br />impact the studies. <br /> <br /> Mr. Norris said he wants to make sure that the water conservation study and the <br />impacts on the demand projects do not get lost. He said we have to project demand next <br />year. <br /> <br /> Ms. Mueller said that information will be brought to Council as part of the utility <br />rate study. <br /> <br /> Mr. Huja asked that RWSA be asked to join us in the study cost. <br /> <br /> Mr. Norris said if they decline we should ask them if they will reimburse the City <br />if the results change the plan. He noted a citizens’ oversight committee was proposed last <br />year but was not recommended, but now Mr. Frederick is okay with it. He said he wants <br />to make sure the two citizens who have been involved in the dredging study are fully <br />engaged. He said that after all the studies are in maybe we have a steering committee <br />advise us on the big picture of the water plan <br /> <br />REPORT <br />: POLICE CITIZEN ADVISORY PANEL <br /> <br /> Police Chief Tim Longo said that recommendations were made in spring of 2008 <br />about a citizens committee for the Police Department, and the Citizen Advisory Panel <br />was appointed in October of 2008. He said meetings are held quarterly. <br /> <br /> Mr. David Simmons, Chair of the Panel introduced members present, reviewed <br />the mission statement, goals and objectives, and said that the Panel advises the Police <br />Chief and Council on issues involving the Police Department. <br /> <br /> Mr. Glenn Rust, Vice Chair of the Panel, said the plan is to communicate with the <br />community and organizations, and he reviewed potential community partners. <br /> <br /> Mr. Huja said he thinks the Panel is pursuing a good process. <br /> <br />REPORT <br />: POLICE REPORT/INTERNET CRIMES AGAINST CHILDREN <br /> <br /> Chief Longo gave a 2009 year end report including trend lines for crime in the <br />City. He noted that the majority of crime is property, especially from vehicles. He said <br />the Department is involved in the Internet Crime Against Children Task Force (ICAC) <br />and has two full time detectives dedicated to the issue. <br /> <br /> <br />
