He <br />agreed we need to look at sidewalks priorities again. <br /> <br /> Ms. Szakos recommended that there be some neighborhood based meetings on the <br />topic where there is not an active neighborhood association. <br /> <br /> Mr. Huja said he would support adding more bikers to the committee. <br /> <br /> Ms. Szakos asked about the possibility for something like a bike license, or <br />registering of bikes, which could help fund bike improvements, and asked that the <br />committee explore that. <br /> <br /> <br /> <br /> <br /> <br />REPORT <br />: SNOW REMOVAL COSTS <br /> <br /> Mr. Maurice Jones, Assistant City Manager, said the cost for snow removal from <br />roads and sidewalks and debris pickup is estimated at over $1 million, with another $1 <br />million estimated that will be needed to repair streets. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that 100 potholes were patched <br />on the Belmont Bridge alone. Ms. Mueller said staff is beginning to survey roads and <br />will repair arterial roads first. <br /> <br /> Mr. Bernard Wray, Director of Finance, said the City has made a $130,000 claim <br />to FEMA for the first storm, and claims for the remainder will be presented to the State. <br />Mr. Wray said staff will come back with recommendations about which funds should be <br />used to pay for the expenses. <br /> <br /> Dr. Brown noted that snow clearing and repair of the streets is an expense that the <br />City bears, but not Albemarle County. <br /> <br />REPORT <br />: CITY MANAGER HIRING PROCESS <br /> <br /> Mr. Galloway Beck, Director of Human Resources, said that staff recommends <br />using a search firm for hiring the City Manager, and he presented a draft RFP for that <br />purpose. He said Council also has the option of cooperative procurement, using a <br />contract with a firm established by another public body. <br /> <br /> Mr. Norris asked if anyone is opposed to using a search firm. He said he is <br />interested in the cooperative agreement route because it would be faster. <br /> <br /> Mr. Beck noted that with the cooperative procurement Council would be limiting <br />itself to one firm, and noted they are currently working with Arlington County and James <br />City County. <br /> <br /> Dr. Brown said the firm in question did the Planning District Commission search, <br />and he is interested in getting that information to Council. <br /> <br /> Mr. Huja said this is one of the most important positions that Council hires, and <br />he feels it would be better to take a few extra weeks. He said he is leaning more toward <br />issuing an RFP. <br /> <br /> Mr. Norris asked if staff has any concerns about the firm that could be used <br />through cooperative procurement, and Mr. Beck said only that they are currently working <br />with two other communities. <br /> <br />
