9 <br /> <br /> Mr. O’Connell said Council could explore working with them, but could also <br />decide to issue an RFP if that was not successful. <br /> <br /> Ms. Szakos said she does not object to this two-tiered approach, having staff <br />prepare an RFP while the cooperative agreement is explored. <br /> <br /> Mr. Norris stressed that the community will want to be involved in the selection <br />of the City Manager. <br /> <br /> Mr. Huja said we need to get a firm that is good with background checks. <br /> <br /> Mr. Norris asked staff to check on the capacity and interest of the firm and in the <br />meantime get feedback from Council on an RFP. <br /> <br /> Mr. Huja said the process is going to take time and we need to find the best <br />person. <br /> <br /> Ms. Edwards said her preference is to issue an RFP, but she is open to blending of <br />both options, and Ms. Szakos agreed. <br /> <br />TH <br />RESOLUTION <br />: AUTHORIZING PURCHASE OF LAND AT 401 4 STREET, N.W. <br /> <br /> Mr. Tolbert said that the environmental review has been completed and nothing <br />was found that is of great concern, noting that this has been confirmed by DEQ. He said <br />a credit for the cost of an insurance premium has been agreed to by Region Ten, and he <br />believes the property is ready for purchase. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert said funds for the <br />purchase will come from the housing fund and other CIP accounts, which will be repaid <br />in next year’s budget. <br /> <br /> Dr. Brown asked about the e-mail from Charlottesville Redevelopment and <br />Housing Authority regarding vouchers, and Mr. Tolbert said the deal is predicated on <br />vouchers. He said that CRHA has said they are okay with issuing vouchers if the City <br />will guarantee funding for them if funding is not available from HUD. He said this could <br />be paid for with HOME funds and would provide 21 vouchers. He said those vouchers <br />cannot be committed tonight. He said HOME funds can only fund tenant based vouchers, <br />but they could be swapped with CRHA. <br /> <br /> Mr. Norris said Congress is looking at increasing funding for vouchers. <br /> <br /> Responding to a question from Dr. Brown, Mr. Norris said it is clear that there is <br />agreement that CRHA will provide the vouchers if they get funding. <br /> <br /> Mr. Tolbert said that Virginia Supportive Housing is looking for a 15 year <br />commitment from Council for vouchers. <br /> <br /> Mr. Huja said he supports the project, but has serious concerns about the City <br />committing about $2 million over 15 years. He said that is a major commitment. <br /> <br /> Dr. Brown said that as long as it is clear that it comes from the housing fund he is <br />comfortable with it. He said it meets an important need. <br /> <br /> Mr. Norris said he would not vote for it if he felt there was a realistic chance we <br />would have to pay for 15 years. <br /> <br /> On motion by Mr. Huja, seconded by Ms. Szakos, Council approved the purchase <br />th <br />of 401 4 Street, N.W. by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, <br />Mr. Norris, Ms. Szakos.
