NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON March 17, 2010 IN THE Basement Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Budget Work Session BY ORDER OF THE MAYOR BY Jeanne Cox BASEMENT CONFERENCE ROOM – March 17, 2010 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos. Dr. Brown said that the unknown State funding situation, especially their budget assumptions, reinforces the need for a reserve, and Mr. Huja agreed, noting that he thinks we need more rather than less. Council Priority Initiatives Ms. Leslie Beauregard, Director of Budget and Performance Management, said that in addition to the economic downturn fund, there is $200,000 in Council reserve available now or throughout the year. Mr. Huja said there is no transit service in Greenbrier and he questioned enhancing service in other areas when one part of the City does not have service. Mr. Bill Watterson, Transit Director, said the most doable loop through Greenbrier is 62 minutes round-trip which would continue to deteriorate throughout the day. He said we cannot just add a loop to Route 9. Ms. Szakos asked if there is a way to only stop at CHS for part of the day, and Mr. Watterson said yes. Mr. O’Connell said it would cost $195,000 to create a new route in Greenbrier. Ms. Szakos said no one has asked her for this service. Mr. Huja said it was supported in a survey done by the Greenbrier neighborhood. Dr. Brown said he prefers not to do any of the recommendations at this time, but to set aside the money with the economic downturn fund and wait and see what the State situation is. Ms. Szakos said that more people are served with the staff proposed routes for a relatively small amount of money as opposed to fewer people served and more money in Greenbrier. Mr. Norris agreed with Dr. Brown about setting aside funds, but he is not sure they should go into the reserve. Mr. O’Connell suggested putting $110,000 aside in a priority fund and revisiting it later. Ms. Edwards suggested that JAUNT service provided in Greenbrier be advertised. Ms. Beauregard said there are no funds in the budget to keep Crow Pool open.
