<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON March 17, 2010 IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – March 17, 2010 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos. <br /> <br /> Dr. Brown said that the unknown State funding situation, especially their budget <br />assumptions, reinforces the need for a reserve, and Mr. Huja agreed, noting that he thinks <br />we need more rather than less. <br /> <br />Council Priority Initiatives <br /> <br /> Ms. Leslie Beauregard, Director of Budget and Performance Management, said <br />that in addition to the economic downturn fund, there is $200,000 in Council reserve <br />available now or throughout the year. <br /> <br /> Mr. Huja said there is no transit service in Greenbrier and he questioned <br />enhancing service in other areas when one part of the City does not have service. <br /> <br /> Mr. Bill Watterson, Transit Director, said the most doable loop through <br />Greenbrier is 62 minutes round-trip which would continue to deteriorate throughout the <br />day. He said we cannot just add a loop to Route 9. <br /> <br /> Ms. Szakos asked if there is a way to only stop at CHS for part of the day, and <br />Mr. Watterson said yes. <br /> <br /> Mr. O’Connell said it would cost $195,000 to create a new route in Greenbrier. <br /> <br /> Ms. Szakos said no one has asked her for this service. <br /> <br /> Mr. Huja said it was supported in a survey done by the Greenbrier neighborhood. <br /> <br /> Dr. Brown said he prefers not to do any of the recommendations at this time, but <br />to set aside the money with the economic downturn fund and wait and see what the State <br />situation is. <br /> <br /> Ms. Szakos said that more people are served with the staff proposed routes for a <br />relatively small amount of money as opposed to fewer people served and more money in <br />Greenbrier. <br /> <br /> Mr. Norris agreed with Dr. Brown about setting aside funds, but he is not sure <br />they should go into the reserve. <br /> <br /> Mr. O’Connell suggested putting $110,000 aside in a priority fund and revisiting <br />it later. <br /> <br /> Ms. Edwards suggested that JAUNT service provided in Greenbrier be advertised. <br /> <br /> Ms. Beauregard said there are no funds in the budget to keep Crow Pool open. <br /> <br /> <br />
