2 <br /> Mr. Brian Daly, Director of Parks and Recreation, said discussions are being held <br />with the YMCA about them using Crow in a way that would be revenue neutral for the <br />City. <br /> <br /> Dr. Brown asked about the possibility of allowing three lanes in the morning and <br />at night at Crow for recreational lap swimmers, and said he might be willing to put a <br />modest amount of money in for that. <br /> <br /> Mr. Daly said lanes will be available at Smith for that. <br /> <br /> Ms. Beauregard said the amount for landfill remediation has been reduced by <br />$250,000. Ms. Beauregard said no decision has been made to close the recycling center, <br />but that can be a topic at a solid waste work session next month. <br /> <br /> Mr. O’Connell said the budget could be reduced by that amount, or the funds <br />could be set aside pending a decision on the recycling center at the work session. <br /> <br /> Mr. Norris suggested setting aside $100,000 and revisiting the matter in April. <br /> <br />Capital Improvement Program <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, noted that <br />funding is included for mall repair next the Omni as it was not done with the rest of the <br />mall. <br /> <br /> Mr. Norris, Mr. Huja and Ms. Szakos expressed skepticism about the need for the <br />mall repairs. <br /> <br /> Mr. Huja said there appears to be little money for bike infrastructure. <br /> <br /> Mr. O’Connell said that unless we remove parking or make other changes we <br />cannot do more. <br /> <br /> Mr. Huja said there are areas where the street could be widened or sidewalks <br />removed. <br /> <br /> Mr. Tolbert said he wants to talk about policy changes this summer. <br /> <br /> It was agreed that $50,000 would be taken from the traffic fund and shown for <br />bike improvements. <br /> <br /> Mr. Norris reviewed the Planning Commission recommendations. He asked if <br />funds are available for Davis Field, and Mr. Daly said not enough, but he has <br />recommendations to make regarding this. <br /> <br /> Mr. Norris said we may need to add more for park acquisition, and suggested <br />flagging this item. <br /> <br /> Dr. Brown said he does not want to take money out of the stormwater fund. <br /> <br /> Ms. Beauregard said that the stormwater fund was reduced to $350,000, but a <br />different source of money was identified for the remainder to bring it back up to <br />$600,000. <br /> <br /> Dr. Brown said this points out the need for a fee. <br /> <br /> Mr. Norris said that the Planning Commission recommended increasing the <br />housing fund and the Housing Advisory Committee endorsed this as well. <br /> <br /> Ms. Szakos said she is not ready to lock in funds for future years. <br /> <br /> It was agreed that the housing recommendations would be revisited. <br /> <br />
