2
Dr. Brown said he would like more information on the number of people they
serve, etc., and Mr. Norris agreed.

Mr. O’Connell suggested setting funds aside pending a report.

Mr. Norris suggested revisiting Ms. Edwards’ idea of having Greyhound relocate
to the transit center.

Mr. Aubrey Watts, COO, CFO, said that has been tried before but staff can try
again.

It was agreed that the transit summit would be held in June.

Outstanding Budget Issues

Mr. Watts reviewed workforce development initiatives.

Mr. Norris suggested seeing if funds are left from this year and move ahead with
those.

Ms. Szakos said she would like to ask the Schools what can be done at the middle
school level if the original proposals did not work.

It was agreed that those programs marked in red on the material would be pursued
if there is sufficient funding.

Dr. Brown said if a decision is made to provide funds to PACEM he would like to
do it with the County as they serve the entire community.

Ms. Szakos said that when we have the SRO up and running we could stop
funding for PACEM, or we could consider it one-time funding. She said she found the
value of their volunteer time and that they are seeking outside funding compelling.

Dr. Brown said he thinks we should not fund them if we can help it.

Ms. Edwards said PACEM is also a safety net for people whose only shelter by
default is the jail.

Mr. Norris said he has no problem philosophically supporting PACEM, but at a
level lower than requested.

Dr. Brown said we need to keep in mind how much we are spending on the
homeless, SRO property and housing vouchers.

Mr. Norris said another way to approach it would be to fund JAUNT’s service to
PACEM as PACEM relies heavily on them.

Dr. Brown said he does not think that is as transparent as going directly to
PACEM. He said he would prefer to take one-time funds out of Council reserve outside
of the budget.

Ms. Szakos said she thinks Foothills is doing amazing work, and Mr. Huja said he
would support some funding for them.

It was agreed that $10,000 in one-time funds would be provided for PACEM
through JAUNT; $25,000 would be provided to Foothills; and $10,000 provided for
overtime in the Police Department for Internet Crimes Against Children.

Mr. Huja said he would support more funding for JAUNT, but Council agreed to
keep the recommended amount.
