landscape improvements as proposed in the Ivy Road Study from Emmet Street to the 250 <br />Bypass along Ivy Road. <br /> <br /> BE IT FURTHER RESOLVED, that the City of Charlottesville hereby agrees to pay <br />its share of the twenty percent (20%) of the total cost for planning, design, right-of-way, and <br />construction of this project in accordance wit the guidelines for ISTEA funding. This <br />resolution is contingent upon equal payments being made by Albemarle County and the <br />University of Virginia to match the City's share. <br /> <br />ORDINANCE: REZONING 303 14TH STREET, N.W. FROM R-2 TO R-3 <br /> <br /> Mr. Huja explained that the Planning Commission recommended approval of the <br />rezoning for the following reasons: 1) It would be in harmony with the Land Use Plan of the <br />Comprehensive Plan, and 2) Development of the site under R-3 zoning, in accordance with <br />the site plan standards of the zoning ordinance, would not have a significant adverse impact <br />on the surrounding properties. <br /> <br /> Ms. Daugherty made a motion to approve the ordinance rezoning 303 14th Street, <br />N.W. from R-2 to R-3, and Mr. Toscano seconded the motion for the purpose of discussion. <br /> <br /> Mr. Toscano said that he has some qualms about the rezoning and asked if staff has any <br />concerns about the density proposed in combination with the existing house. <br /> <br /> Mr. Huja replied that there are no final design plans, but he will research the density <br />issue prior to the second reading of the ordinance. <br /> <br /> The ordinance entitled "AN ORDINANCE ~42VIENDING AND REENACTING THE <br />DISTRICT MAP INCORPORATED IN SECTION 34-15 OF THE ZONING <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, BY THE REZONING OF CERTAIN PROPERTY LOCATED 15 303 14TH <br />STREET, N.W." was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell noted that there had been over 1,500 calls to the SNOLINE since the <br />previous meeting where the phone number for information on road conditions was <br />advertised. <br /> <br />A tentative work session on transportation/transit was scheduled for February 8. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council voted to meet in <br />executive session for the purpose of consultation with legal counsel and briefings by staff <br />members, consultants or attorneys, pertaining to probable litigation, or other specific legal <br />matters requiring the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code, and for the purpose of consultation with legal counsel <br />and briefings by staff members, consultants or attorneys, pertaining to probable litigation, or <br />other specific legal matters requiring the provision of legal advice by counsel, as authorized <br />by Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed <br />can reasonably be identified as follows: changes in the form of local government structure, <br />and related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Ms. <br />Daugherty, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br /> <br /> <br />
