4 <br /> <br /> Ms. Daugherty said that the city has had strong recommendations for bike lanes from <br />bikers since there are many hazards present on city streets, and she feels that bike lanes are <br />wanted and needed by the community. <br /> <br /> Ms. Slaughter said that she thinks it is a good idea to move ahead with the <br />improvements to make the area safe for bikers. <br /> <br /> Ms. Slaughter made a motion to approve the application for the ISTEA grant for the <br />Ivy Road bike improvements, contingent on County and University approval and financial <br />commitment to the project. Ms. Daugherty seconded the motion. <br /> Mr~ Huja said that requiring equal funding by the City, County and University may <br />derail the project since most of the land is in the Citv and the City's share could be more. <br /> <br /> Mr. Toscano expressed concern that there are no details or drawings for the project and <br />Council is being asked to fund an unknown amount. <br /> <br /> Ms. Slaughter said she would prefer to maintain the equal funding requirement and <br />noted that the Council could reconsider the project after more detailed drawings and costs <br />are known. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja said that the cost estimates <br />were based on the Klein estimated, increased for inflation. <br /> <br /> Mr. Huja said that if the grant is approved the project will come back to Council for <br />final design approval. <br /> <br /> Mr. Toscano asked about the process for considering and recommending ISTEA <br />project, and Mr. Huja said that this project was recommended by the PACC Technical <br />Committee and then by the PACC Policy Committee. <br /> <br /> Mr. Toscano asked iflSTEA funds could be used for parking garages to take cars off <br />the street, but Mr. Huja said that as he understands the requirements, only non-automobile <br />related projects can be funded with ISTEA grants. <br /> <br /> The application for an ISTEA grant for Ivy Road bike improvements was approved by <br />the following vote. Ayes: Ms. Daugherty, Rev. Edwards, Ms. Slaughter. Noes: Mr. <br />Toscano. Absent: Mr. Vandever. <br /> <br /> WHEREAS, under the Intermodal Surface Transportation Efficiency Act (ISTEA) <br />certain funds are made available for enhancement projects; and <br /> <br /> WHEREAS, the project presented is two bike lanes and sidewalk construction along <br />ivy road from Emmet Street to the 250 Bypass in the City of Charlottesville and Albemarle <br />County; and <br /> <br /> WHEREAS, the project is in accordance with the Comprehensive Plan of the City of <br />Charlottesville, the Bicycle Plan of the MPO for both the City and Albemarle County, and the <br />Bicycle Plan of the University of Virginia; and <br /> <br /> WItEREAS, the project is deemed meritorious and of benefit to the community and <br />the State; and <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation Board construction <br />allocation procedures, it is necessary that a request by resolution be received from the local <br />government or state agency in order that the Virginia Department of Transportation program <br />an enhancement project in the City of Charlottesville, Virginia; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Charlottesville, Virginia, requests the Commonwealth Transportation Board to establish a <br />project for the improvement of two (2), 4-foot wide bicycle lanes, sidewalk, lighting, and <br /> <br /> <br />
