9 <br /> <br /> WHEREAS, a better understanding of the advantages and disadvantages of reversion <br />to town status requires an examination of the impact that such a consolidation of the school <br />systems would have on state aid, local costs, and program comparison; and <br /> <br /> WHEREAS, such an impact study may take approximately two (2) months or more; <br />and <br /> <br /> WHEREAS, time has become of the essence in light of recent Albemarle County <br />legislative requests which are designed to take away, or at least, impair, the reversion <br /> <br />process; <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville that Mays & Valentine is hereby authorized to: <br /> <br /> 1. Retain the firm of Educational Consulting Services, Ltd., to study the impact, if any, <br />which may occur from incorporating the City of Charlottesville School system into the <br />Albemarle County School system. <br /> <br /> 2. In addition to an analysis of state aid, local costs, and program comparison, the study <br />hereby authorized may cover or at least touch on, among other things, the following: <br /> <br /> (a) the issues and problems which may arise as a result of a merger of the two school <br />systems; <br /> (b) differences in per pupil expenditures and how they can be reconciled; <br /> (c) the physical plants and how they can be integrated into one system; <br /> (d) whether the city school buildings should be sold, leased, or conveyed to the <br />county system and how the related debt should be treated; and <br /> (e) program opportunities and challenges. <br /> <br />ORDINANCE: REZONING 303 14TH STREET, N.W. FROM R-2 TO R-3 (2nd reading) <br /> <br /> Ms. Slaughter expressed concern that approving the rezoning is the next step to higher <br />density housing and, given the long-range concerns the city has, feels that rezonings should <br />be looked at in a more comprehensive fashion. Ms. Slaughter said the issue of University <br />housing has been pushed back, and planning seems fragmented. <br /> <br /> Mr. Vandever said that he feels continued density is increasingly destructive to the <br />neighborhood and he does not accept that you have to rezone based on the Comprehensive <br />Plan. Mr. Vandever said he will oppose the rezoning. <br /> <br /> Ms. Slaughter asked Mr. Vandever what he thinks is the next step to looking at change <br />in the neighborhood, and Mr. Vandever said he thinks Council needs to pursue the issue of <br />the University housing more of its students and should explore high density zones rather than <br />erode R-2 neighborhoods. <br /> <br /> Responding to a question from Mr. Toscano about the use of the surrounding <br />properties, Mr. Huja said that all surrounding units are rental, and part are multi-family. <br /> <br /> Ms. Daugherty noted that the house proposed for rezoning is surrounded by apartments <br />and while she agrees that there should be positive planning, she does not think this property is <br />the place to pursue the matter. Ms. Daugherty noted that none of the neighbors objected to <br />the rezoning and the addition is done in a very tasteful way. <br /> <br /> Rev. Edwards said he will not support the rezoning since it will add to pressures in the <br />neighborhood and he is concerned about the density. <br /> <br /> Ms. Slaughter said she will support this rezoning but will not vote for the next similar <br />one that comes before Council. Ms. Slaughter added that she wants to look at the zoning <br />~nd the University and would like the Planning Commission and staff to look at other <br />gi~ar transition areas as well. <br /> <br /> <br />
