10 <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br />DI STRICT MAP INCORPORATED IN SECTION 34-15 OF THE ZONING <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, BY THE REZONING OF CERTAYN PROPERTY LOCATED AT 303 14TH <br />STREET, N.W.," which was offered at the January 2nd meeting, was approved by the <br />following vote. Ayes: Ms. Daugherty, Ms. Slaughter, Mr. Toscano. Noesl Rev. Edwards <br />and Mr. Vandever. <br /> <br /> Mr. Toscano asked that Planning staff`think about the discussion and explore the issue <br />further. <br /> <br />ORI)INANCE: ZONING AMENDMENTS (TEXT CHANGES RELATED TO <br />SURFACE TREATMENT OF DRIVEWAYS, DESIGN CONTROL IN ENTRANCE <br />CORRIDORS, SIGNS, BOARD OF ARCHITECTURAL REVIEW AND MORE) <br /> <br />Mr. Huja reviewed the zoning amendments recommended by the Planning Commission. <br /> <br /> Ms. Slaughter asked about the involvement of the Urban Design Committee in the pre- <br />application process recommended in the ordinance, and Mr. Huja suggested that the Urban <br />Design Committee be involved administratively. <br /> <br /> Mr. Toscano expressed similar concern about the Urban Design Committee's role and <br />the need for involvement by the entire Board of Architectural Review. <br /> <br /> Mr. Gouldman noted that the Urban Design Committee is not referred to in the <br />ordinance since they are an informal body, not formed by ordinance, and he feels that from a <br />customer service someone should be able to determine what is required by lookining at the <br />Code. <br /> <br /> Mr. Toscano recommended that a one-year sunset clause be added to the <br />pre-application section so that Council can assess how the process, and the involvement of <br />the Urban Design Committee administratively, is working. <br /> <br /> Rev. Edwards said he does not like the sunset provision and requested a separate vote <br />on that section of the ordinance. <br /> <br /> Ms. Slaughter said that the issue of signs in Section 34-679 is an area that the city could <br />have more coordination with the eountv. <br /> <br /> Ms. Slaughter asked what the county requires regarding hard asphalt driveways and <br />expressed concern that these surfaces will create more area for mn-off. Ms. Slaughter also <br />asked about the county's requirements for erosion and sedimentation control. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Vandever, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAYNING SECTIONS 29-3, 29-43, 34-4, 34-46, <br />34-438, 34-439, 34-574, 34-679, 34-681, 34-700, 34-728, 34-729, 34-733, 34-779, 34-852, <br />34-854, 34-855, 34-857.1 AND 34-972 OF CHAPTER 34 OF THE CODE OF THE CITY <br />OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO ZONING <br />ORDINANCE AMENDMENTS" was offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: DECLARING LOCAL EMERGENCY DUE TO WEATHER <br />CONDITIONS <br /> <br /> Mr. O'Connell presented Council with a resolution declaring a local emergency due to <br />weather conditions which will make the city eligible for state and federal funding. Mr. <br />O'Connell estimated that the recent snow removal efforts will cost the city between $150,000 <br />and $200,000. Mr. O'Connell thanked the community for their patience and all emergency <br />workers, especially Public Works, who worked around the clock for a week. Mr. O'Connell <br /> <br /> <br />
