42 <br /> <br /> Regarding JAUNT's revised budget, Mr. Vandever said that it appears that the City <br />may be subsidizing JAUNT services to outlying counties, based on the concern expressed <br />that if the City provided the paratransit service, it would have a negative affect on the cost to <br />the counties. <br /> <br /> Ms. Poore said that if the City provided paratransit service, it would have an affect on <br />agencies who use JAUNT, but the affect on counties is unknown. <br /> <br /> Mr. Vandever expressed concern that JAUNT's budget was revised only after Council <br />asked CTS to cost out providing paratransit service. <br /> <br /> Ms. Shirley Baldwin, JAUNT administrator, explained that the JAUNT Board adopted <br />a cost allocation policy change which has been found to be largely responsible for the <br />increase cost to the City rather than increased ridership. Ms. Baldwin added that following <br />the previous Council discussion of JAUNT's budget, JAUNT cut positions requested and <br />tightened up its budget. <br /> <br /> Ms. Linda Peacock, Budget Administrator, explained that the policy change made by <br />the JAUNT boards changed the cost allocation from residence based to origin based. <br /> <br /> Ms, Slaughter asked that the budget of JAUNT and estimate for CTS to operate <br />paratransit service be clarified so they can be more easily compared. Ms. Slaughter said that <br />she would like to see the long-term financial issue cost to the City for JAUNT and provision <br />of paratransit service sorted out, and suggested asking U. Va. graduate students to work on <br />the issue. <br /> <br /> Mr. Toscano recommended that the JALrNT Board make a suggestion to Council as to <br />how to deal with tong-term issue of provision of paratransit service and its cost. <br /> <br /> Mr. Vandever asked if discount fares could be offered to JAUNT customers similar to <br />those offered for CTS in order to keep the fares for regular users at $1.20. <br /> Ms. Baldwin said that discount fares are available for the commuter routes and they <br />could be looked at for the paratransit service as well. <br /> <br /> Ms. Slaughter said that the reason for the CTS discount fare is to increase ridership and <br />to encourage employers to provide transportation for their employees. Ms. Slaughter noted <br />that JAUNT customers receive significant service for their fare, such as demand-response <br />and door-to-door. <br /> <br />Council supported staffs recommendation to purchase electric and low rise buses. <br /> <br /> Mr. Leon Churchill, Assistant City Manager, recommended that the City, Jefferson <br />Area Board for Aging, and the Senior Center meet to discuss possible collaboration of their <br />programs. <br /> <br /> Mr. O'Connell explained that Region Ten Community Services Board has asked for a <br />contribution of $150,000 from the City for their new facility, and noted that Region Ten will <br />not ask for a tax exemption for the building. <br /> <br /> Other capital needs were discussed, including the need to relocate the Washington Park <br />pool. Staff recommended that this decision be delayed until the master park plan is <br />developed since renovation of the entire park may be recommended. <br /> <br /> Regarding renovations to Jefferson School, Mr. Toscano said that he hopes there will <br />be significant community discussion and serious consideration prior to any renovation to <br />Jefferson School. <br /> <br />Council discussed JABA's request for $50,000 for their proposed health care facility, <br /> <br /> <br />
