43 <br /> <br /> Mr. Toscano said that the funding formula for the facility works to the City's <br />disadvantage since it is based on the number of elderly in each locality, and if Council <br />approves funding for the facility, perhaps the City's share could be reduced. <br /> <br /> Ms. Slaughter said she agreed that the funding formula should be looked at in terms of <br />ongoing costs for service, but she is less concerned about the capital cost. Ms. Slaughter said <br />she feels the health care center would be a good facility for the community to have. <br /> <br /> Mr. Vandever expressed concern that JABA has made and is making major policy <br />decisions that affect the community, such as the recent national recruitment of retirees, <br />without the involvement of Council. Mr. Vandever said he is inclined not to fund the health <br />care facility. <br /> <br /> Councilors tentatively agreed to provide $150,000 to Region Ten over a three-year <br />period from the capital budget, with the first year's payment out of the capital contingency <br />fund beginning July I. <br /> <br /> Ms. Daugherty said that while she objects to the process used by JABA in proposing <br />the new health care facility, she will vote to approve the funding. <br /> <br /> Tentative agreement was given to provide $50,000 to JABA over a five-year period <br />from the capital budget. <br /> <br /> 1Mr. Toscano stressed that the $50,000 will be provided to JABA for the current <br />proposed use only, and any modification in the plans will require the matter to be <br />reconsidered by Council. <br /> <br />Councilors agreed to the contract with the Albemarle Housing Improvement Program. <br /> <br /> Ms. Peacock said that the Commonwealth's Attorney has received notice that the Comp <br />Board has approved funding for an additional prosecuting attorney and part-time secretary <br />which will require a $9-10,000 match by the City for fringe benefits. Ms. Peacock said that <br />the Commonwealth's Attorney has indicated his willingness to delay hiring in order to reduce <br />the City's share in the first year if necessary. <br /> <br /> Mr. Toscano recommended that Council discuss all new proposed personnel at the next <br />work session. <br /> <br /> Rev. Edwards asked for an update on the status of the City-funded attorney in the <br />Commonwealth's Attorney office who was hired to deal with increased drug-related cases. <br /> <br />Mr. Vandever said he is concerned about the issue offirefighter parity. <br /> <br /> Ms. Peacock said it has been suggested that all of the pregnancy programs be <br />coordinated rather than having separate programs. <br /> <br /> Mr. Vandever said he thinks the alternative school budget should be reduced by the <br />amount of Mr. Lewis's salary charged to the alternative school. <br /> <br /> Mr. Vandever suggested that the capital funding for Region Ten could be made <br />contingent on their continuing to provide a counselor for the alternative school, but Ms. <br />Slaughter said that the funding for the Region Ten counselor was cut by the state and she <br />thinks Region Ten is making a good faith effort to work with the schools on the issue. <br /> <br />Mr. Vandever said he would favor adding a four-year old classroom. <br /> <br />The meetin/g~ adjourned. <br /> <br />President <br /> <br /> <br />
