56

WHEREAS, the surveys have shown that at least 75% of the total number of on street
parking spaces in the proposed restricted parking block were occupied, and at least 50% of
the total number of on street parking spaces in that block were occupied by commuter
vehicles; and

WHEREAS, Council has considered:

(a) the purpose and intent of the permit parking ordinance and regulations;

(b) the alternative means of transportation, if any, to and from the restricted parking
blocks being established;

(c) the adverse impact that restricting parking in such blocks might have on nearby
neighborhoods that do not have permit parking; and

(d) the adverse impact that such restrictions may have on the non-residents of the
proposed restricted parking block and their ability to find available parking near their place of
work; now, therefore

BE IT RESOLVED by the Council of the City of Charlottesville that Bollingwood
Road from Cameron Lane to Minor Road is hereby designated as a restricted parking block.

j. ORDINANCE: "AN ORDINANCE CLOSING, VACATING AND
DISCONTINUING A PORTION OF HAMPTON STREET" (carried over)

k. ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING
SECTIONS 30-145, 30-148, 30-150, AND 30-154 OF ARTICLE V OF THE
CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED,
RELATING TO THE CERTIFICATION PROCESS FOR RECYCLING
EQUIPMENT" (carried over)

mo

ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING
SECTIONS 34-778 AND 34-779 OF THE CODE OF THE CITY OF
CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO STANDARDS
FOR MARQUEE SIGNS

ORDINANCE: CONVEYANCE OF JAIL PROPERTY TO JAIL AUTHORITY
(2nd reading)

Rev. Edwards said he will vote against the ordinance due to the disparity in the number
of African-Americans sentenced. Rev. Edwards added that he does not feel more money
should be put into jails.

Responding to a question from Ms. Slaughter, Rev. Edwards said that the African-
American Summit group has discussed meeting with legislators to discuss the concern, as
well as a letter writing campaign and court monitors.

Responding to a question from Mr. Vandever about the consequences of not
transferring the jail property to the Jail Authority, Mr. Clyde Gouldman, City Attorney, said it
would be a breach of the joint agreement between the City and County.

Mr. Vandever said that he supports the sentiment expressed by Rev. Edwards, but not
in this fashion.

Mr. Toscano noted that the study of alternatives to incarceration was done in part in
recognition of the disparity that exists in sentencing.

The ordinance entitled "AN ORDINANCE TO AUTHORIZE CONVEYANCE OF
THE CITY'S OWNERSHIP INTEREST IN THE JOINT SECURITY COMPLEX
PROPERTY LOCATED ON AVON STREET EXTENDED TO THE ALBEMARLE
