Ayes: Ms. Daugherty, Ms. Slaughter, <br />Mr. Toscano, Mr. Vandever. Noes: Rev. Edwards. <br /> <br />PUBLIC HEARING: ANNUAL TAX LEVY <br />ORDINANCE: <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing was <br />closed. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES <br />OF PROPERTY FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE <br />CITY DEBT, FOR THE SUPPORT OF THE CITY GOVERNMENT AND CITY <br />SCHOOLS, AND FOR OTHER PUBLIC PURPOSES" was offered and carried over to the <br />next meeting for consideration. <br /> <br />PUBLIC HEARING: PROPOSED FY 1996-97 BUDGET <br />ORDINANCE: ANNUAL BUDGET APPROPRIATION <br /> <br /> Mr. O'Connell reviewed changes proposed by City Council: $5,000 - Free Clinic; <br />$10,429 - United Way Child Care scholarships; $1,317 - Runaway Shelter; JAUNT fare <br />increase to $1.25 and fare policy revision; $3,921 - Literacy Volunteers; $5,150 - Camp <br />Horizon; $22,816 - Beating the Odds; $502 - Youth Summer Works; two 4-year old classes; <br />attorney and part-time clerical positions in Commonwealth's Attorney office; four Social <br />Services Department employees; increase in bus headways; reduced rent for the Virginia <br />Discovery Museum; $150,000 from the capital contingency over three years to Region Ten; <br />$50,000 from the capital contingency over five years to Jefferson Area Board for Aging; and <br />$150,000 from the Business, Professional and Occupational license tax reserve for West <br />Main Street. <br /> <br /> Ms. Slaughter said that she understood that Council had intended for most of the <br /> changes to be one-time funding. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Dick Gibson, member of the JABA Board and its capital campaign, supported the <br /> $50,000 contribution for the health care facility. <br /> <br /> Ms. Virginia Fisher thanked Council for providing $50,000 for JABA's health care <br /> facility that will provide an expanded da3' care center. <br /> <br /> Rev. Bill Smith, 2421 Hillwood Place, supported funding for JABA's adult day care <br /> center which he said will a state-of-the-art facility. <br /> <br /> Ms. Genevieve Smith, 1227 Park Street, supported additional funding for the Shelter <br /> for Help in Emergency. <br /> <br /> Ms. Denise Scott, 420-A Garrett Square, supported funding for the Beating the Odds <br /> Program. <br /> <br /> Mr. Francis Fife, 1605 Concord Drive, said he hopes most programs seeking funding <br /> from Council can be funded, and supported JABA's capital request, noting that it is important <br /> to develop such partnerships. <br /> <br /> Ms. Maggie Cullingham of the Shelter for Help in Emergency, supported funding for <br /> the Shelter. <br /> <br /> Ms. Betty Newell, Executive Director of the Charlottesville Free Clinic, asked Council <br /> to reconsider and award the full amount requested by the Clinic.
