66 <br /> <br /> Mr. O'Connell explained that no formal action is required by Council as the changes <br />will be adopted as part of the budget. <br /> <br />PRESENTATION: KELLYTOWN NEIGHBORHOOD PARTNERSHIP <br /> <br /> Mr. Glenn Bull, 1143 Kensington Avenue, reviewed the process used by the Keltytown <br />neighborhood to guide development, a process initiated by a recommendation of the <br />Planning Commission. Mr. Bull said that the process included an environmental study and <br />development of a comprehensive plan by the University School of Architecture, with a goal <br />of strengthening the neighborhood and preserving environmental features. <br /> <br /> Ms. Lauren Robertson Bennett Moore, a member of the Kellytown neighborhood, <br />thanked Council for providing matching funds for the study and for giving the neighborhood <br />an opportunity to work together and feel empowered. <br /> <br /> Mr. Maurice Cox of the School of Architecture, explained that a three-day charette was <br />held in January and the following goals were identified for development: preserve the <br />historical integrity of the neighborhood; integrate the development into the neighborhood; <br />create a neighborhood habitat; preserve and restore existing houses; preserve the natural <br />boundary of the neighborhood; and establish a neighborhood design code. <br /> <br /> Responding to questions from Ms. Slaughter, Mr. Cox said that the homes will be <br />priced for middle income families and will be restricted to single family occupied. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Cox said that 40 units are planned, <br />10 of which will be accessory units. <br /> <br /> Rev. Edwards asked if the design code will result in increased sales prices for the units, <br />and Mr. Cox replied that the extra cost will be marginal, but will provide greater security for <br />neighbors. <br /> <br /> Mr. Toscano asked if the developer could, by covenant, limit the number of occupants <br />of the units, and Mr. Ron Higgins, Planner in the Department of Community Development, <br />replied that he believes such covenants could be included by the private developer. <br /> <br />STAFF ~PORT: SNOW AND ST~ET REPORT <br /> <br /> Ms. Judith Mueller, Director of Public Works, reviewed the street paving schedule and <br />rating system that determines such a schedule. Ms. Mueller estimated the City's snow <br />removal cost at $388,000, $250,000 of which is not budgeted. Ms. Muelter said state <br />disaster funds will only reimburse the City for major street work totaling $45,000. <br /> Mr. O'Connell explained that the balance of the snow-related expenses will come out of <br />the General Fund at the end of the year. <br /> <br />~SOLIJTION: SPECIAL PERMIT FOR COVENANT SCHOOL - 1000 BIRDWOOD <br />ROAD <br /> <br /> Mr. Ron Higgins explained that the Planning Commission recommended approval of <br />the special permit for Covenant School that would add 12th grade and replace athletic <br />facilities for the following reasons: 1) It is in harmony with the Land Use Plan of the <br />Comprehensive Plan and 2) The proposed development would not have a significant adverse <br />impact on the neighborhood if conditions are met. <br /> <br /> Responding to questions from Mr. Vandever, Mr. Higgins said that Covenant School is <br />tax-free, the ratio of City/County students was 55/45 last year, and 12% of the student body <br />are minorities. <br /> <br /> Rev. Edwards asked if there is a precedent for requiring Covenant School to provide <br />railing and stairs off-site <br /> <br /> <br />
