Ms. Scott said the gas assistance program helped 170 families last year and over <br />$9,000 in donations were received to match the City's contribution to the program. <br /> <br /> Ms. Slaughter recommended that the City and County develop a water conservation <br />program and educational efforts together. <br /> <br /> Ms. Judith Mueller, Director of Public Works, said that there will be a coordinated <br />water conservation effort between the City and County, and noted that a major part of the <br />permitting process for Buck Mountain reservoir requires that significant water conservation <br />efforts have been made. Ms. Mueller recommended that the CDBG program be used to <br />provide water conservation assistance to low-income families. <br /> <br /> Ms. Slaughter recommended that Council look again at the water rate structure that <br />now provides a lower rate for higher water usage rather than the other way around. <br /> <br /> Mr. Toscano recommended that staff develop a process for the water conservation <br />effort. <br /> Mr. O'Connell said a public hearing on the utility rates will be held on June 3rd. <br /> <br />RESOLUTION: WELFARE REFORM PLANNING <br /> <br /> Mr. Robert Cox, Director of Social Services, explained that the welfare reform planning <br />resolution is an early step in planning for welfare reform to be fully in effect on July 1, 1997. <br />The resolution, which agrees to a regional planning process, will allow the Planning District <br />to access planning funds for welfare reform. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, Council unanimously <br />approved the welfare reform planning resolution. <br /> <br /> WHEREAS, the localities in the Thomas Jefferson Planning District are preparing for <br />community welfare reform; and <br /> <br /> WHEREAS, the regional nature of employment and the economy is important to the <br />success of reform in the area; and <br /> <br /> WHEREAS, the City of Charlottesville and the Counties of Albemarle, Greene, <br />Fluvanna, Nelson, and Louisa are committed to working together to develop a successful <br />strategy for welfare reform in their localities and throughout the region; and <br /> <br /> WHEREAS, the area is aware of the possibility of planning funds from the State <br />Department of Social Services, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the aforementioned localities agree <br />to work together in planning for Welfare Reform; and <br /> <br /> BE IT FURTHER RESOLVED that the aforementioned localities designate the <br />Thomas Jefferson Planning District as the coordinator and fiscal agent for the planning; and <br /> <br /> BE IT FURTHER RESOLVED that the aforementioned localities direct the <br />Commission staff to apply for and manage the state planning funds. <br /> <br />ORDINANCE: RELATING TO FALSE ALARMS <br /> <br /> Mr. John Wolford, Chief of Police, explained that responding to false alarms is a <br />country-wide problem, with over 90% of the local calls being false. <br /> <br /> Sergeant James Pace provided research data showing the police resources diverted as a <br />result of false alarms, noting that most false alarms are due to human error at residents and <br />businesses. <br /> <br /> <br />
