89 <br /> <br /> Responding to a question from Mr. Toscano, Sergeant Pace said he has met with <br />businesses with a history of false alarms, and has met with no visible resistance. <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that the current ordinance requires <br />alarms to be registered with police, and the proposed ordinance will impose a fine after the <br />third false alarm. <br /> <br /> Mr. Vandever expressed concern that a tenant in a building might be subject to the fine <br />even though they would have no control over the alarm system. <br /> <br /> Mr. Gouldman said that the fine would be levied on the person who owns or leases the <br />alarm system. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the ordinance entitled "AN <br />ORDINANCE REPEALING SECTIONS 20-30 THROUGH 20-36 OF ARTICLE II OF <br />CHAPTER 20, AND ADDING A NEW ARTICLE II TO CHAPTER 20, OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO FALSE <br />ALARMS" was offered and carded over to the next meeting for consideration. <br /> <br /> Ms. Slaughter asked if there is a problem with false fire alarms, and Mr. Wolford said <br />he had spoken with the Fire Chief who indicated that there is no major problem with fire <br />alarms other than with the University of Virginia. <br /> <br />ORDINANCE: DONATION OF 809 PAGE STREET TO HABITAT FOR HUMANITY <br /> <br /> Mr. Huja explained that 809 Page Street was purchased with City funds and Habitat for <br />Humanity has agreed to renovate the property to provide owner-occupied housing for a <br />current City resident. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE ACCEPTANCE OF OWNERSHIP OF THE PROPERTY <br />AT 809 PAGE STREET FROM THE CHARLOTTESVILLE HOUSING IMPROVEMENT <br />PROGRAM, AND CONVEYANCE OF THE SAME PROPERTY TO HABITAT FOR <br />HUMANITY" was offered and carried over to the next meeting for consideration. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja said the area is zoned R-2, and <br />noted that Habitat for Humanity has first fight of refusal on the property which will ensure <br />that it remains owner-occupied. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter Mr. Anthony LaBua and Mr. <br />Byron Brown were unanimously reappointed to four-year terms on the Charlottesville <br />Industrial Development Authority. These terms will expire on April 3, 2000. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Ms. Emily Couric and Mr. <br />Richard Pettus were unanimously reappointed to two-year terms on the Jefferson Area Board <br />for Aging. These terms will expire on April 1, 1998. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the following were <br />appointed to the North Belmont CDBG Neighborhood Task Force: Joseph Atkins, James <br />Guy Cohen, Bob Hughes, and William Peyton. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> <br />
