O'Connell announced the grand opening of Tonsler Park schedule for June 1. <br /> <br /> Mr. O'Connell announced a traffic calming initiatives teleconferencing event on June <br />19th from 11:30 a.m. to 3:30 p,m. at Fry's Spring Beach Club. <br /> <br />Mr. Vandever requested that Council consider at its next meeting housekeeping <br />language for the retirement ordinance regarding years of service for public safety employees <br />retiring at age 55. Mr. Vandever said it was Council's original intent to include the language. <br /> <br /> Mr. O'Connell recommended that the Retirement Commission consider the matter since <br />it may have financial implications. <br /> <br /> It was agreed that the Retirement Commission would make a recommendation on the <br />proposed change to the retirement ordinance. <br /> <br /> Ms. Slaughter suggested that the Planning Commission be provided an opportunity to <br />comment on the bike lane issue on West Main Street, and Ms. Daugherty recommended that <br />the staff.report and timetable be sent to the Planning Commission. <br /> <br /> Ms. Slaughter gave an update on the reversion issue: the school study is underway; <br />Councilors have spoken with groups and individuals; and other efforts have been made to <br />further educate both the public and Council on the issue. Ms. Slaughter noted that while the <br />City is in an excellent position now, the Council must consider its condition in future years. <br /> <br /> Mr. Vandever said that the issue of fire services provides an opportunity to pursue <br />broader consolidated efforts with Albemarle County, and suggested that the University of <br />Virginia become involved in the issue as well. <br /> <br /> Mr. Toscano asked Council to review the draft questions to be presented to the School <br />Board candidates. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously voted <br />to meet in executive session for the purpose of discussion of appointment of members to <br />various City boards or agencies, as authorized by Section 2.1-344(A)(1) of the Virginia <br />Code; for the purpose of considering the acquisition or use of real property for public <br />purpose, or the disposition of publicly held property, as authorized by Section 2.1-344(A)(3) <br />of the Virginia Code, and more specifically described as property on East High Street; and <br />for the purpose of consultation with legal counsel and briefings by staff.members, consultants <br />or attorneys, pertaining to probable litigation, or other specific legal matters requiting the <br />provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia <br />Code. The substance of the matters to be discussed can reasonably be identified as follows: <br />changes in the form of local government structure, and related alternatives. An executive <br />session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Mr. Vandever, certified that, to the best of each member's knowledge, (i) only public <br />business matters law/ully exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council. <br /> <br />The meeting, s adjourned. <br /> <br />President <br /> <br /> <br />
