<br />ORDINANCE: "AN ORDINANCE REPEALING SECTIONS 20-30 THROUGH
<br />20-36 OF ARTICLE II OF CHAPTER 20, AND ADDING A NEW ARTICLE II
<br />TO CHAPTER 20, OF THE CODE OF THE CITY OF CHARLOTTESVILLE,
<br />1990, AS AMENDED, RELATING TO FAL SE ALARMS" (2nd reading)

<br />RESOLUTION: APPOINTING PROXY FOR JAUNT
<br />
<br /> Mr. O'Connell explained that the Jefferson Area United Transportation Board (JAUNT)
<br />is a stock corporation in which the City has voting rights. Mr. O'Connell recommended that
<br />Linda Peacock be appointed as proxy.
<br />
<br /> On motion by Rev. Edward, seconded by Mr. Vandever, the resolution appointing
<br />Linda Peacock as proxy for JAUNT was unanimously approved by Council.
<br />
<br />RESOLUTION: APPROVING PAY PLAN
<br />
<br /> Mr. Vandever said that Council may want to consider in the near future the issue of
<br />increasing salaries for those Police Department personnel who have longer tenure since the
<br />salary for new employees is being increased and the differential between the new and older
<br />employees is being reduced.
<br />
<br /> Mr. O'Connell said that staff recognizes the issue, but it will be a very expensive one to
<br />correct. Mr. O'Connell said that it is important for the City to be competitive in their starting
<br />salaries.
<br />
<br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the pay plan was
<br />unanimously approved by Council.

<br />PUBLIC HEARING: SCHOOL BOARD APPOINTMENTS
<br />
<br /> Mr. Toscano read the names of the candidates for the School Board: Olivia Boykin,
<br />Stephen C. Campbell, Christopher Collins, Ayana M. Conway, Elizabeth P. Coughter, J.
<br />Michael Crafaik, Roger Fager, Erin Garvey, Michael T. Hemenway, Joyce S. Henderson,
<br />Cole Hendrix, Wayne Higgins-Barry, Kemp P. Hill, Elva Holland, Joy Johnson, Emory E.
<br />Jones, II, George W. King, III, Peter A. Kratzel, Sue Lewis, William Lucy, Donald Maclnnis,
<br />Dale F. McGlothiin, Richard M. Merriwether, Kenneth O Miles~ A. L. Paige, Deborah
<br />Pomerantz, Leah W. Puryear, John Santoski, Glenn Stratton, and Tamyra K. Turner.

<br />The public hearing was opened.

<br /> Mr. David Chapman, City Commonwealth's Attorney, supported Mike Hemenway,
<br />who he said has demonstrated a commitment to the city and school system, and has served as
<br />a teacher, lawyer, member of the. City's drug advisory board, and was the City's first drug
<br />prosecutor.
<br />
<br /> Pace Moore, supported Erin Garvey, who encouraged parental involvement in the
<br />schools as PTO president and was a member of the strategic plan committee.
<br />
<br /> Mr. Ray Mishler, Vice President for Community Relations at Martha Jefferson
<br />Hospital, supported Erin Garvey, noting that he had worked with her on the Burnley-Moran/
<br />Martha Jefferson Hospital partnership to build the playground.
<br />
<br /> Mr. Fred Bartle, 110 Locust Lane Court, supported Richard Merriwether, who he said
<br />has remarkable common sense and a great deal of tenacity.
<br />
<br /> Ms. Norma Bartle, 110 Locust lane Court, supported Richard Merriwether, who has
<br />served on her neighborhood board, is very active and thoughtful, and has a great deal of
<br />interest in the city's alternative school. Ms. Bartle said Mr. Merriwether would help equalize
<br />the diversity on the School Board.
<br />
<br /> Mr. Lamont Robinson spoke in support of Richard Merdwether, who he said would be
<br />a role model for students, and knows how to work well with students and all citizens.
