<br /> Mr. John Fog, owner of MLM Publishing, supports Dale McGlothlin, who he said is
<br />capable, innovative, and a tough deal maker. Mr. Fog said he respects Mr. McGlothlin's
<br />integrity and feels he is committed to being a servant leader.
<br />
<br /> Ms. Rheva Williams, 608 1 lth Street, representing the African-American Coalition for
<br />Better Education, an organization that promotes education of African-American students,
<br />said that the School Board must be responsive to the needs of children and should better
<br />reflect the diversity of the school system as well as low income residents.
<br />
<br /> Mr~ John Ashley, 1442 Grove Road, said an important criterion for School Board
<br />candidates should be their openness to, if not advocacy for, unifying the Charlottesville and
<br />Albemarle school systems.
<br />
<br /> Ms. Martha Wood, 104 Village Court, said the School Board should support the
<br />concept of public education and needs of children, members should have or had children in
<br />the system, and they should demonstrate service to the community. Ms. Wood supported
<br />Deborah Pomerantz as a thoughtful, thinking person who listens well.
<br />
<br /> Ms. Shirley Soloman-Parrish, 227 Hartman's Mill Road, supported Tamyra Turner for
<br />her dedication to education.
<br />
<br /> Ms. Diana Simmons, 504 Grove Avenue, supported Dale McGlothlin, who she said has
<br />great integrity, is a responsible and honest man, and as a businessman, is fiscally responsible.
<br />
<br /> Mr. J. Michael Crafaik, 1009 Wertland St., said there is a need for more diversity of
<br />opinion on the School Board, which he said is currently all democratic. Mr. Crafaik said the
<br />decline in schools must be stopped, the School Board should fight to empower parents and
<br />steer education back to the basics, and the school system needs to be more responsive. Mr.
<br />Crafaik spoke on behalf of his own candidacy for the School Board.

<br /> Mr. Tyler Sewell, 878 Locust Avenue, said the School Board needs young, spirited,
<br />vivacious people such as Dale McGlothlin, and having children in the school system should
<br />not be a requirement.
<br />
<br />As there were no further speakers, the public hearing was closed.
<br />
<br />Mr. Toscano noted that there is a wealth of talent among the School Board applicants.

<br />PUBLIC HEARING: UTILITY RATES FOR 1996/97

<br />Ms. Rita Scott, Director of Finance, reviewed the proposed utility rates.

<br /> The public hearing was opened, but as there were no speakers, the public hearing was
<br />closed.
<br />
<br /> Ms. Slaughter asked stafffor a report on the sewer charge applied at the time
<br />swimming pools are filled.
<br />
<br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the ordinance entitled "ANT
<br />ORDINANCE TO AMEND AND REORDAIN SECTIONS 31-56, 31-57, 31-60, 31-61,
<br />31-62, 31-153, AND 31-156, OF THE CODE OF THE CITY OF CHARLOTTESVILLE,
<br />1990, AS AMENDED, RELATING TO UTILITY RATES" was offered and carried over to
<br />the next meeting for consideration.

<br />PUBLIC HEARING: BICYCLE LANES ON WEST MAIN STREET AND
<br />ALTERNATIVES
<br />
<br /> Mr. Satyendra Huja, Director of Community Development, reviewed the alternatives
<br />proposed for bike lanes on West Main Street. Mr. Huja said that loading will be allowed in
<br />bike lanes.
