102 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, June 13, 1996 <br />AT 5:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session with Planning Commission <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code. <br /> <br />ORDINANCE: Settlement of two claims <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM- June 13, 1996 <br /> <br /> Council met in special session with the Planning Commission on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, <br />and Mr. Vandever (an'ived late). <br /> <br /> Mr. James Gahres, Director of Economic Development, provided a summary of <br />achievements of the Economic Development office for the year and listed issues he hopes to <br />address in the coming year: CSX sales completion; hiring new marketing assistance; Amtrak <br />Station redevelopment; information on the Internet; targeting of University of Virginia alunmi <br />and students; improving links with employers looking to hire; Gateways marketing program <br />(longer term) and development of a new marketing brochure. <br /> <br /> Council and the Planning Commission discussed the importance of being able to list the <br />consequences of economic development efforts, both positive and negative. <br /> <br /> Mr. Gahres said he feels it is important to find the best use of the lots on Water Street <br />that are currently used for surface parking, adding that they might be suitable for major <br />corporate offices. <br /> <br /> Mr. William Harris, Chairman of the Planning Commission, discussed the Planning <br />Commission's priorities for future discussion: neighborhood as a planning unit; overlay <br />districts; zoning classification and definition; density and decreased parking; West Main <br />Street focus; economic development focus; City Council relations; and City/County relations. <br /> <br /> With regard to regional relationship and transportation, Ms. Slaughter encouraged a <br />member of the Planning Commission to serve on the Thomas Jefferson Planning District <br />Commission and possibly the Metropolitan Planning Organization, both of which provide the <br />opportunity for discussion ~vith Albemarle County representatives. <br /> <br /> Mr. Toscano noted that the Planning Commission's agenda appears to be very <br />ambitious, and stressed that the Council will want to be involved in many of the issues <br />mentioned. Mr. Toscano asked how overlay districts could help protect neighborhoods aside <br />from possibly increasing the sales price of houses. <br /> <br /> Mr. Harris replied that University Circle could have been an area where an overlay <br />district would work in that it could have limited density of both residents and cars, and could <br />have controlled alleys and design issues. <br /> <br /> Mr. Stan Tatum, Planning Commission member, said neighborhoods can use overlay <br />districts as a planning tool for designing their own districts. <br /> <br /> Ms. Slaughter recommended exploring the overlay district idea with Thomas Jefferson <br />Planning District Commission as they recently secured a study grant for the Rivanna River. <br /> <br /> <br />
