103 <br /> <br /> With regard to zoning, l~fi'. Toscano suggested that the extent to which zoning can <br />continue or change demographic trends be explored. <br /> <br /> Mr. Tatum reviewed the Planning Commission's neighborhood protection strategies. <br />Mr. Tatum said that the Commission toured neighborhoods and found: rental property is <br />poorly maintained, particularly around the University; the charm and uniqueness of certain <br />neighborhoods could not be built today with the existing zoning; many places lack a defined <br />street edge; and parking encroaches on many yards. Mr. Tatum listed possible ways to help <br />neighborhoods: rental occupancy permit; downzoning to reduce density; traffic calming; and <br />a University housing and car policy. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously voted <br />to meet in executive session for the purpose of consultation with legal counsel and briefings <br />by staff members, consultants or attorneys, pertaining to probable litigation, or other specific <br />legal matters requiting the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Slaughter, seconded by <br />Rev. Edwards, certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council. <br /> <br />APPROPRIATION: SETTLEMENT OF TWO CLAIMS <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE APPROVING SETTLEMENT AND COMPROMISE OF TWO (2) <br />CLAB/IS AGAINST THE CITY" was offered and carried over to the next meeting for <br />consideration. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, Council unanimously voted <br />to meet in executive session for the purpose of appointments to boards and commissions, and <br />consultation with legal counsel and briefings by staff members, consultants or attorneys, <br />pertaining to probable litigation, or other specific legal matters requiting the provision of <br />legal advice by counsel, as authorized by Section 2.1-344(A)(1) and (7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Ms. Slaughter, certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council. <br /> <br />The meeting/~ adjourned. <br /> <br />President <br /> <br /> <br />
