104 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, June 17, 1996 <br />at 7:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code. <br /> <br />SECOND FLOOR CONFERENCE ROOM - June 17, 1996 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council voted, with Mr. <br />Vandever absent for the vote, to meet in executive session to discuss appointments to boards <br />and commission as provided by Section 2.1-344(A)(1) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Rev. Edwards, certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - June 17, 1996 <br /> <br /> Council met in re=oular session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, l~fi-. Toscano, Mr. Vandever. <br /> <br /> Mr. Toscano presented Mr. Vandever a proclamation thanking him for his years of <br />service on Council. <br /> <br /> Mr. Vandever said his tenure on Council has been challenging and rewarding, and gave <br />him a unique opportunity to contribute to the betterment of the community. Mr. Vandever <br />thanked the former and present Councilors, the Constitutional Officers, and his two sons for <br />their support during his time on Council. <br /> <br />Mr. O'Connell presented a certificate to Mr. Vandever on behalf of City employees. <br /> <br /> Mr. O'Connell announced that the City has once again received double AAA bond <br />ratings. <br /> <br />OPEN FOR BUSINESS <br /> <br /> Mr. Vince Yeaton introduced his new business, Monticello Brewing Company, a <br />microbrewery located in the former Monticello Dairy Building. <br /> <br />APPOINTMENTS: SCHOOL BOARD <br /> <br /> Mr. Toscano reviewed the application process that the 29 candidates for the School <br />Board completed. Criteria considered by Council included: experience in the community, <br />financial background and budgeting experience; sensitivity to racial and economic diversity; <br />ability to work in a group to forge consensus; and having children in the school system. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the following appointments <br />to the Charlottesville School Board were unanimously approved: Ms. Olivia Boykin <br />(reappointed), Mr. Cole Hendrix, and Mr. Glenn Stratton to three-year terms to expire June <br />30, 1999; Mr. Steve Campbell to an unexpired term to expire June 30, 1998; and Ms. Elva <br />Holland to an unexpired term to expire on June 30, 1997. <br /> <br /> <br />
