107 <br /> <br /> Responding to a question from Mr. Toscano, Mr. Gouldman said the City assessed the <br />property at $550,000 in 1994. <br /> <br /> Ms. Slaughter asked if the agreement could include a covenant relating to allowing <br />parking in the lot by other than McGuire Woods employees and clients. <br /> <br /> Mr. Gouldman replied that the issue of providing public parking had been discussed in <br />exchange for a lower sales price, but discussions have not been held with McGuire Woods on <br />this issue as they need all the spaces available for their use. <br /> <br /> Mr. Toscano said nothing precludes Council from using the proceeds from the sale of <br />the lot for a fund for parking in the Court Square area. <br /> <br /> Mr. O'Connell said discussions are being held with Albemarle County as their courts <br />have parking needs and recommended that the proceeds be held in a fund for future parking <br />solutions downtown. <br /> <br /> Mr. Gouldman noted that the development, upon completion, will add $3 to $3.5 <br />million in revenue to the City's tax base. <br /> <br /> Mr. Toscano pointed out that the public parking is now being used by clients and <br />employees of McGuire Woods, who upon completion of the project, will park on the site. <br /> <br />Rev. Edwards said his only concern about the proposal is the loss of public parking. <br /> <br /> Mr. Jack Stone said that allowing a ten-year period prior to requiring the sale amounts <br />to a subsidy to the law firm. <br /> <br /> Ms. Slaughter said she would like to see an effort made to find replacement parking, <br />and added that she will be very disappointed if parking arrangements with the Temple are not <br />worked out. <br /> <br /> Mr. Gouldman noted that the Temple has leverage with McGuire Woods due to the <br />easement they have on some of the property. <br /> <br /> Ms. Daugherty said she hopes the owners of Queen Charlotte Square will pursue other <br />parking. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE A LEASE-PURCHASE <br />AGREEMENT FOR CITY PROPERTY LOCATED ON EAST HIGH STREET AND 4TH <br />STREET, N.E. TO MCGUIRE, WOODS, BATTLE & BOOTHE," which was offered at the <br />June 3rd meeting, was approved by the following vote. Ayes: Ms. Daugherty, Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. O'Connell said that one likely possibility for replacement parking is for the City to <br />work with the County to build a deck on property currently owned in the area by Albemarle <br />County. <br /> <br />DISCUSSION: BIKE LANES ON WEST MAIN STREET AND OTHER <br />ALTERNATIVES <br /> <br /> Mr. Toscano reviewed the process and public involvement in the bike lane issue. Mr. <br />Toscano said the Council at the last meeting reduced their preferred alternatives to three. <br /> <br /> Ms. Judy Mueller, Director of Public Works, reviewed the final alternatives: #8A: <br />Grady/Preston connecting to Rugby Road bike lanes, with share-the-road signs on Grady to <br />10th and stripping of Preston Avenue; #10: build on #8, using northern parking spaces on <br />West Main Street for bike lanes during commuter hours and for parking other times; and #12: <br />eliminates parking on the south side of West Main Street from Jefferson Park Avenue to the <br />new bridge and eliminates turn lanes east of the bridge to 5th Street.
