122 <br /> <br /> Ms. Richards said that the County's proposal to establish a separate fire department <br />appears to be duplicative. <br /> <br /> Ms. Daugherty recommended that an open discussion be held with Albemarle County <br />officials to provide them an opportunity to discuss any complaints the County may have with <br />the fire service provided by the City. <br /> <br />DISCUSSION: COUNCIL RETREAT - FUTURE ISSUES/PRIORITIES <br /> <br /> Ms. Slaughter asked Councilors to identify, dates for a Council retreat in August or <br />September. Ms. Slaughter invited members of the public to comment on issues they would <br />like to see discussed by Council at the retreat. <br /> <br />Mr. O'Connell provided a list of possible retreat topics. <br /> <br /> Mr. Toscano said he thinks two major functions of a retreat are: team building and an <br />opportunity to focus on large issues and future directions. <br /> <br /> Mr. Cox said he would like to see the reversion issue discussed at the retreat, as well .as <br />discussion of an educational process the City could mount to allow residents to understand <br />the implications of reversion. <br /> <br /> Ms. Daugherty said she would like the retreat to include a discussion of lower income <br />families in the City, welfare refolxn, and the increase in teen pregnancies. <br /> <br /> Ms. Richards suggested that Council discuss strategies for neighborhood protection, <br />and sited Portland, Oregon as a possible place to research for ideas. <br /> <br />The retreat was tentatively set for August 25 and 26. <br /> <br />RESOLUTION: G1;LANTING SPECIAL PERMIT TO RELOCATE MET MOTEL TO <br />ADJOINING PARCEL <br /> <br /> Mr. Huja said that the Planning Commission recommended approval of the special <br />permit for the following reasons: 1) It is in harmony with the Land Use Plan of the <br />Comprehensive Plan; and 2) It will not have a significant adverse impact on the surrounding <br />area if built according to the plans and if conditions are met. <br /> <br /> Ms. Slaughter asked what can be done to make sure that necessary steps are taken to <br />prevent erosion into Moore's Creek during construction and afterwards. <br /> <br /> Mr. Huja replied that no occupancy permit will be issued until all landscaping is <br />completed. <br /> <br /> Mr. Gouldman said that a soil erosion plan must be filed and complied with prior to <br />construction. <br /> <br /> Ms. Slaughter recommended that "and any other work necessary for erosion prevention <br />prior to construction" be added to condition #2. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the special permit to relocate <br />the pet motel to an adjoining parcel, with the language added by Ms. Slaughter, was <br />unanimously approved by Council. <br /> <br /> WHEREAS, the BMW Partnership, owner of property located on the west side of 5th <br />Street, SW at Moore's Creek, has requested a special use permit to allow relocation of the <br />Pet Motel animal shelter from its existing location on 5th Street, SW, and the addition of an <br />animal hospital/veterinarian's office, to an adjoining parcel approximately 200 feet southwest. <br />This property is further iden[ifled as Parcel 2 on City Real Property Tax Map 2lB, having <br /> <br /> <br />
