127 <br /> <br /> COUNCIL CHAMBER - JUly 15, 1996 <br /> <br /> Council met in regular session on tiffs date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />OPEN FOR BUSINESS <br /> <br /> Mr. Peter Griffin announced his t-slfirt design business on River Road, "Fat Rabbit <br />T-Shirts." <br /> <br /> Ms. Eraina Ketterer announced the Liberty Ballet Company and Dance Academy on <br />308 E. Market St. <br /> <br />PUBLIC <br /> <br /> Mr. Brent Nelson, 214 South Street, asked Council to vote against the two proposed <br />rezonings on 5th Street, S. W. and to retain the current multi-family zoning. Mr. Nelson said <br />the commercial land use designation ;vould be incompatible with the low income <br />'neighborhood. <br /> <br /> Mr. Eugene Williams, 620 Ridge Street, General Manager of Dogwood Housing, <br />agreed with Mr. Nelson's comments, and presented pictures of areas that he said had been <br />spot zoned and, as a result, had destroyed the adjacent residential neighborhoods. <br /> <br /> Mr. Harold Tinnneny, expressed concern about the slag and concrete in Shank's Branch <br />originating from Allied Concrete. Mr. Timmeny said the City has been aware of the problem <br />but it has not been corrected. <br /> <br /> Ms. Slaughter noted that the State Department of Environmental Quality is also aware <br />of the situation, and asked staffto report back on the situation. <br /> <br /> Mr. O'Connell said staffwill also look into the possibility of combining clean-up efforts <br />with the renovation of the Mclntire Recycling Center. <br /> <br /> Ms. Riley Moore asked that Council not agree to build another baseball field at <br />Mclntire Park since it would remove the open, grassy area. Ms. Moore said any additional <br />fields should be built in the County ;vhere there is more room. <br /> <br /> Ms. Betty Newell, Executive Director of the Charlottesville Free Clinic, asked for <br />Council's approval to proceed with bidding the project to add space at the Health Department <br />for the Free Clinic, which was previously approved in concept. Ms. Newell noted that the <br />Clinic is close to reaching its goal of raising $100,000. <br /> <br /> It ;vas the consensus of Council for the Free Chnic to proceed with the bidding process <br />for the addition. <br /> Mr. David Willis, 814 Ridge Street, President of the Ridge Street Neighborhood <br />Association, said he is pleased that the Ridge Street Task Force study will begin, noting that <br />the residents are eager to work with the City. <br /> <br /> 1~-. Reid Oeschlin, 708 Nalle Street, expressed concern that requests are being made to <br />rezone land south of the train tracks as work is being done to improve the housing in that <br />area. Mr. Oeschtin asked that the City notify neighborhood residents regarding possible <br />rezonings. <br /> <br /> Mr. Ken Schrader, Wertland Street, applicant for rezoning of property on Elsom Street, <br />expressed concern that a vocal minority may sway the Council from approving the rezoning <br />when the majority of people in the neighborhood support the action. <br /> <br /> Mr. William Harris, Planning Commission Chairman, stated that the Comprehensive <br />Plan is the City's primary document vital to setting direction, but the complexity comes in <br /> <br /> <br />
