Mr. Harris noted confusion on the part of citizens about the <br />Land Use Plan, and said that the Planning Commission may have made some mistakes in <br />Land Use Plan designations. Therefore, Mr. Harris asked Council to give close scrutiny to <br />proposals based on those designations. <br /> <br /> Mr. Cox asked if it is possible for the Planning Commission to move to get the Land <br />Use map more in line with the Comprehensive Plan, and if it is possible for the Council to <br />place a moratorium on rezonings until that time. <br /> <br /> Mr. Harris replied that he doubted that Council could itnpose a zoning moratorium, and <br />noted that a review of the Land Use map would likely take a year. <br /> <br /> Ms. Slaughter asked that the Planning Commission consider the issue in the near future <br />as property owners are acting in line with the Land Use Plan designations in making their <br />zoning requests. <br /> <br />CONSENT AGENDA <br /> <br /> The resolution authorizing IDA bonds for Region Ten was removed from the consent <br />agenda. <br /> <br /> Ms. Daugherty urged staff`to conduct the community policing evaluation and surveys <br />referred to in the appropriation material. <br /> <br /> Mr. Cox said it is curious that such an evaluation did not occur at the end of this year. <br />Mr. Cox asked if any change was seen in arrests and convictions as a result of community <br />policing, what was the level of citizen participation, and what are the race and gender of <br />police officers participating in the program. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the following consent agenda <br />Rems were approved, with the minutes of July 1 corrected by Mr. Cox. <br /> <br />a.
