REGION TEN

Ms. Slaughter explained that state and federal law requires approval of industrial
development authority bonds by the jurisdiction in which a facility is located even though the
bonds are issued by another locality.

Mr. Jim Gahres, Director of Economic Development, explained that Region Ten
Community Services Board is requesting up to $2 million in tax exempt bonds to expand their
facility on Preston Avenue. The City has issued its limit of bonds, and therefore the bonds
are being issued by Fluvanna County. Mr. Gahres said the action would have no budgetary
impact on the City.

Mr. James Peterson, Executive Director of Region Ten, said that the funds wilt be used
to improve and expand the Preston Avenue facility, and noted that the private fund raising
campaign is almost completed.

Mr. O'Connell said that the action will have no affect on the City's bond rating, and
added that he feels the facility will be good for the community.

On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously
approved the resolution authorizing IDA bonds from Fluvanna County for Region Ten
Community Services Board.

WHEREAS, the Charlottesville Industrial Development Authority of the City of
Charlottesville, Virginia ("Authority"), has been asked by Region Ten Community Services
Board, Inc. (the "Company") to approve the issuance of revenue bonds by the Industrial
Development Authority of Fiuvanna County, Virginia ("Fluvanna Authority") in an amount
not to exceed $2,000,000 (the "Bonds") a portion of which will be used to finance the
Company's acquisition, renovation and equipping of an approximately 20,000 square foot
facility located at 800 Preston Avenue, in the City of Charlottesville, Virginia, and the
construction and equipping of an approximately 10,000 square foot addition to such facility,
to be used as an office building to house mental health, mental retardation and substance
abuse services (the "Project") and has held a public hearing on July 9, 1996;

WHEREAS, Section 147(0 of the Imernal Revenue Code of 1986, as amended (the
"Code"), provides that the governmental unit having jurisdiction over the issuer of private
activity bonds and over the area in which any facility financed with the proceeds of private
activity bonds is located must approve the issuance of the bonds;

WHEREAS, Section 15.1-1378 of the Industrial Development and Revenue Bond Act,
Chapter 33, Title 15. t, Code of Virginia of 1950, as amended ("Act"), provides that ifa
