APPROPRIATION: $45,t51 - Community Policing Grant (carried over) <br /> <br />RESOLUTION: APPROVING FLUVANNA CO. DA BONDS FOP. REGION TEN <br /> <br /> Ms. Slaughter explained that state and federal law requires approval of industrial <br />development authority bonds by the jurisdiction in which a facility is located even though the <br />bonds are issued by another locality. <br /> <br /> Mr. Jim Gahres, Director of Economic Development, explained that Region Ten <br />Community Services Board is requesting up to $2 million in tax exempt bonds to expand their <br />facility on Preston Avenue. The City has issued its limit of bonds, and therefore the bonds <br />are being issued by Fluvanna County. Mr. Gahres said the action would have no budgetary <br />impact on the City. <br /> <br /> Mr. James Peterson, Executive Director of Region Ten, said that the funds wilt be used <br />to improve and expand the Preston Avenue facility, and noted that the private fund raising <br />campaign is almost completed. <br /> <br /> Mr. O'Connell said that the action will have no affect on the City's bond rating, and <br />added that he feels the facility will be good for the community. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously <br />approved the resolution authorizing IDA bonds from Fluvanna County for Region Ten <br />Community Services Board. <br /> <br /> WHEREAS, the Charlottesville Industrial Development Authority of the City of <br />Charlottesville, Virginia ("Authority"), has been asked by Region Ten Community Services <br />Board, Inc. (the "Company") to approve the issuance of revenue bonds by the Industrial <br />Development Authority of Fiuvanna County, Virginia ("Fluvanna Authority") in an amount <br />not to exceed $2,000,000 (the "Bonds") a portion of which will be used to finance the <br />Company's acquisition, renovation and equipping of an approximately 20,000 square foot <br />facility located at 800 Preston Avenue, in the City of Charlottesville, Virginia, and the <br />construction and equipping of an approximately 10,000 square foot addition to such facility, <br />to be used as an office building to house mental health, mental retardation and substance <br />abuse services (the "Project") and has held a public hearing on July 9, 1996; <br /> <br /> WHEREAS, Section 147(0 of the Imernal Revenue Code of 1986, as amended (the <br />"Code"), provides that the governmental unit having jurisdiction over the issuer of private <br />activity bonds and over the area in which any facility financed with the proceeds of private <br />activity bonds is located must approve the issuance of the bonds; <br /> <br /> WHEREAS, Section 15.1-1378 of the Industrial Development and Revenue Bond Act, <br />Chapter 33, Title 15. t, Code of Virginia of 1950, as amended ("Act"), provides that ifa <br /> <br /> <br />
