132 <br /> <br />1) To promote and assure involvement of the neighborhood resident, businesses, property <br />owners and institutions in the planning and decision making process affecting the Ridge <br />Street neighborhood; 2) To review and prioritize the reconunendations and strategies in the <br />Consultants Plan for the neighborhood; 3) To add other recommendations as viewed <br />beneficial to the Ridge Street neighborhood; 4) To recommend strategies for implementation <br />of recommendations and continued participation of the neighborhood; 5) To seek ideas and <br />input from the larger Charlottesville community and other communities in the region useful to <br />this neighborhood planning effort; and 6) To present specific recommendations of a plan for <br />the Ridge Street neighborhood to City Council and the Planning Commission, including costs <br />involved in implementing said recommendations and specific parcels involved Membership is <br />recommended as follows: six neighborhood residents chosen from the study area, with <br />priorities (one from Ridge Street between Cherry Avenue and West Main Street; one from <br />Ridge Street between Cherry Avenue and Raymond Road; one from Ridge Street from <br />Raymond Road to the Southern End; one from Lankford Avenue; one from Hartman's Mill <br />Road; and one from Raymond Road); two non-resident property owners; two representatives <br />of businesses and/or institutions; and one citizen at-large. Ex-officio members suggested are: <br />one Planning Commissioner, one city Councilor, one representative of banking community, <br />and representative of the development community. <br /> <br /> Mr. Cox said the neighborhood is anxious to begin the process, and suggested that <br />quarterly reports be sent to Council. <br /> <br /> Mr. Toscano recommended that the Council representative on the Task Force make <br />quarterly reports to Council at public meetings. <br /> <br /> Mr. Cox said he feels it would be worthwhile to have a written document from the Task <br />Force to circulate to a larger group. <br /> <br /> Ms. Slaughter recommended that the Task Force decide on the appropriate reporting <br />process. <br /> <br /> Responding to a question from Ms. Richards, 5,,Ir. Huja explained that the process will <br />include a report to the Planning Commission and then City Council. The Community <br />Development Block Grant process will be followed in determining the priority neighborhood. <br /> <br /> Mr. Toscano made a motion to accept the charge and membership of the Ridge Street <br />Neighborhood Task Force, with the proviso that the Council representative provide feedback <br />to Council on the work of the Task Force. Mr. Cox seconded the motion, and it was <br />unanimously approved by Council. <br /> <br />PUBLIC <br /> <br /> Ms. Janet Pappas asked for a report on the status of parking on the railroad lot on West <br />Main Street. <br /> <br /> Mr. Huja replied that the property in question is being acquired by a private developer, <br />and while the purchase is not complete, the purchaser is receptive to the idea of public <br />parking on the site. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox thanked Mr. Huja for his memorandum regarding HOME funds, noting that he <br />was glad to see that the primary charge is to address rental housing. Mr. Cox said he finds it <br />curious that there is no body in Charlottesville or Albemarle County that deals with fair <br />housing issues as he feels residents need such a vehicle for addressing such concerns, h/Ir. <br />Cox asked staff to look into the issue of a fair housing commission and that the issue be <br />discussed at Council's retreat. Mr. Cox noted that the HOME charge might allow HOME <br />funds to be used for establishment of a fair housing commission. Mr. Cox also requested that <br />a rental rehabilitation program be discussed at Council's retreat. <br /> <br /> <br />
