Ms. Daugherty noted that three African-American students had been nominated from Charlottesville High School for the State's Governor's school. One student decided against applying and the other two were not accepted by the State. Ms. Dangherty said the schools try to make the nominating process open to all students. Ms. Slaughter announced the downtown mall's 20th birthday celebration from July 16 through 21. Ms. Slaughter bid farewell to Jamie Simpson, a reporter for the Daily Progress, who will be leaving the Charlottesville area. It was agreed that the Council retreat would be held on Sunday, September 22 and half a day on Monday, September 23. Due to vacation schedules, the August 19th Council meeting was cancelled. On motion by Mr. Toscano, seconded by Ms. Richards, Council voted to meet in executive session for the purpose of discussing appointments to boards and commissions, as authorized by Section 2.1-344(A)(1) of the Virginia Code; and for the purpose of consultation with legal counsel and briefings by staff.members, consultants or attorneys, on two matters pertaining to actual or probable litigation, or other specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The substance of one of the matters to be discussed can reasonably be identified as folto~vs: changes in the form of local government structure, and related alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Daugherty, seconded by Mr. Richards, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
