140 <br /> <br /> Ms. Richards encourage the applicant to respond again to the need for additional <br />parking in different locations. <br /> <br /> On motion by Mr. Richards, seconded by Mr. Cox, the rezoning of the city lot north of <br />Elsom Street was unanimously denied, with Ms. Daugherty absent. <br /> <br /> Mr. Cox said he opposed the rezoning because of the position of the neighborhood <br />against the rezoning. <br /> <br />PUBLIC <br /> <br /> Mr. Steve Thompson, 2219 Commonwealth Drive, an employee of Shull's Towing <br />Company, said he is upset that the City did not award the bid to Shull's, and asked that the <br />City give them a chance to prove they can do a good job. <br /> <br /> Ms. Terry Hensley of Shull's Towing said that the bids were not for a rotation system, <br />and Shull's had won with the lowest bid. Ms. Hensley Said she was not told of the <br />requirements for the contract. Ms. Hensley said that the City would not consider the rotation <br />system a year ago when it was suggested by Shull's. Ms. Henstey said she feels the entire <br />process should start over. <br /> <br /> Mr. Wayne Davis, a mechanic at Shull's asked why the City went out to bid and then <br />the bid was not carried out, and asked why the City is now recommending the rotation <br /> <br />system. <br /> <br /> Mr. Gary Morris of Jones Towing said he favors the rotation system because it would <br />give others in the business an opportunity to make money. <br /> <br /> Mr. John Dezio, representing Shull's Towing, said that it is the position of Shull's that <br />they have a contract with the City for towing. Mr. Dezio noted that the City had requested <br />two contract bids, one for police-ordered tows and one for Cky-owned vehicles, and the <br />second contract had been let. Mr. DeziO noted that Shull's contract was $11 less than the <br />amount proposed in the rotation contract. Mr. Dezio noted that the customer service issue is <br />addressed in the contract. Mr. Dezi° said that Shull's has met all conditions of the contract <br />and should begin providing the service. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, expressed agreement with Ms. Richards' <br />concern for customer service and with Mr. Dezio's comments, saying that the City should not <br />get involved in competition. 1~. Lynch said he has not heard why the City should go to the <br />rotation system. <br /> <br /> Mr. Adam Snow of Shull's asked why the bids for towing of City-o~vned vehicles did <br />not get rejected. Mr. Snow said no explanation has been given why the City rejected the <br />bids~ <br /> <br /> Mr. Gouldman said he has no knowledge of the contract with City-owned vehicles. <br />Mr. Gouldman explained that State law says that the lowest and responsive and responsible <br />bid should be accepted, but the City is allowed to reject all bids. Mr. Gouldman said that <br />after the bids were opened, the City began to investigate whether the bids were responsive <br />and responsible. <br /> <br /> Mr. Toscano asked that the following be addressed by Staff.' more information about <br />the two separate bids; why did it take so long to get to this point; and why is the price in the <br />rotation system more than the lowest bid made. <br /> <br /> It was agreed that the matter would be tabled until the next meeting, and that the <br />information would be provided to interested parties when available. <br /> <br /> Ms. Richards said she would like information on the rationale of going to a rotation <br />system. <br /> <br /> <br />
