147 <br /> <br /> Ms. Richards said she feels a locality other that Charlottesville should be placed at the <br />top of the list as a responsible party because of the affordable rental housing issue. <br /> <br /> Mr. Cox added that the County's goat for increasing affordable housing should be <br />higher than "one or more." <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing was <br />closed. <br /> <br /> Mr. Toscano made a motion to approve the plan and to attach a cover letter with the <br />plan indicating that certain issues need further discussion by Council. <br /> <br /> Mr. Cox made a motion to amend Mr. Toscano's motion to attach a copy of the <br />minutes to the Plan. <br /> <br /> Mr. Toscano said he does not want to give anyone the impression that certain things <br />have been approved when they have not. <br /> <br />Mr. O'Connell said that the Plan can be adopted as is and amended at a later date. <br /> <br />Ms. Daugherty seconded Mr. Toscano's motion. <br /> <br />Mr. Cox said he would still like to attach the minutes to the Plan. <br /> <br /> The Fair Housing Plan, to include a cover letter identifying issues for further discussion <br />by Council, was approved by the following vote. Noes: Mr. Cox. <br /> <br />STAFF REPORT: W]~ST MAIN STREET TROLLEY <br /> <br /> Ms. Judy Mueller, Director of Public Works, and Ms. Helen Poore, Transit Manager, <br />announced the "Hoo" bus which will begin Friday, September 6th, and will run from the <br />University to West Main Street and downtown on Thursday, Friday, and Saturday nights. <br />University students will be targeted, but anyone can ride free. The "Hoo" bus is funded by <br />the City, University, and Charlottesville 2000, and will run initially for a two-month trial <br />period. <br /> <br />Mr. Cox said he feels the bus is a great initiative. <br /> <br /> Ms. Richards said that the bus route may require a more sustained trial period beyond <br />the two months. <br /> <br />APPROPRIATION: $11,000 - WEST MAIN STREET TROLLEY <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the $1 i,000 appropriation for <br />the City's share of the West Main Street Trolley was offered and carried over to the next <br />meeting for consideration. <br /> <br />STAFF REPORT: DIXIE LITTLE LEAGUE PROPOSAL FOR BALLFIELD AT <br />MCINTIRE PARK <br /> <br /> Mr. Leon Churchill, Assistant City Manager, presented the following options: 1) <br />Convert small softball field at Mclntire Park, which would displace 35 teams for each league <br />and would reduce revenues by $20,000 annually; 2) City/County partnership with the Dixie <br />Little League, implementing the two-field option for $100,000; and 3) City funding from the <br />Capital Improvement Program. <br /> <br /> Ms. Daugherty said she was pleased to see that the field could be accommodated <br />without losing the green space at Mclntire. <br /> <br /> <br />
