Setting of agenda. <br /> <br />2. Expectations of the retreat. <br /> <br />3. Government trends. <br /> <br /> 4. Effectiveness and recommendations for improving Council meetings, including: <br />regular Council meetings, joint public hearing with Planning Commission, other joint <br />meetings and representation on boards, and executive sessions. This discussions included <br />possible changes to the physical layout of Council Chamber and possible changes in <br />opportunities for public input. <br /> <br />5.
