Third most important (sustaining): achieving balance, creating jobs, <br /> enhancing residential neighborhoods <br /> <br />RESOLUTION: DISASTER EMERGENCY <br /> <br /> Mr. O'Connell explained that the resolution declaring a disaster emergency from <br />September 6, 1996 to September 22, 1996 would make the CRy eligible for federal <br />emergency relief funds. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, Council unanimously <br />approved the disaster emergency resolution. <br /> <br /> WHEREAS, the City Council of the City of Charlottesville, Virginia does hereby find <br />that: <br /> <br />Due to the heavy rain, wind and flooding from tropical storm <br />Fran, the City of Charlottesville faced a condition of extreme <br />peril of life and property which necessitates the proclamation <br />of the existence of a local emergency; <br /> <br /> NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND CONFIRMED that <br />an emergency existed throughout the City of Charlottesville effective September 6, 1996 at <br />6:00 a.m., through September 22, 1996; <br /> <br /> IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of <br />said emergency, the powers, functions, and duties of the Director of Emergency Services of <br />the City of Charlottesville were those prescribed by state law and the ordinances, resolutions, <br />and approved plans of the City of Charlottesville in order to mitigate the effects of said <br />emergency and that the City shall be eligible for appropriate aid and assistance. <br /> <br />FINANCIAL FORECAST/REVERSION/SCHOOL CONSOLIDATION STUDY <br /> <br /> Mr. Toscano gave a presentation, including slides, of financial and social trends facing <br />the City wtfich he had given at several forums in the spring. Mr. Toscano recommended that <br />the presentation be updated and made to boards and commissions and neighborhood <br />associations throughout the city. <br /> <br /> The charge of the proposed school consolidation study was discussed, and the <br />following Rems identified for possible inclusion: <br /> <br />Inventory of what programs both systems currently have/performance levels <br />Clarify pay discrepancy practices/policies <br />Enrichment programs <br /> <br /> <br />
