167 Independent of any joint school study and negotiated reversion, the City supports the joint and systematic study of the services provided by the City and County to provide information and analysis to aid the City and .County in reaching agreements designed to solve long-term problems. Any discussions with the County, regardless of whether the same occur within the framework of negotiated reversion, should include adjustments of funding formulas for shared services and joint selMce agreements, and explore new' arrangements for delivery of services in a cost-effective manner to both jurisdictions. The Council and Board must seek the input of citizens of both jurisdictions before deciding on any long-term solutions to mutual problems. The Charlottesville City Council will continue to work with the Albemarle County Board of Supervisors regarding these matters and will issue joint status reports with the Board as these matters progress. PUBLIC Council recognized nineteen CharlOttesville High School students who had been chosen as National Merit Scholarship semi-finalists and received honorable mention. Urban Stitches, a new business in Charlottesville, was announced. Ms. Carol Good, 1022 Martin Street, said the garage at the end of Martin Street, used by the property owner's son for business, has an adverse impact on the neighborhood. Ms. Jessie Harris, 485 14th Street, N.W., Chair of the Social Development Commission, expressed disappointment that citizen participation in the selection of the school superintendent has not been afforded at all levels. Ms. Harris requested that City Council intervene in the School Board process to ailow real citizen participation. Ms. Slaughter said she is aware of Ms. Harris' concerns and will address them with the School Board.
